A renowned University is seeking a Procurement Analyst. Reporting to the Manager for Procurement, the Analyst will assist with all aspects of the end-to-end procurement process which will be implemented consistently across all CUFO departments.

Responsibilities will include drafting Request for Proposals, Requests for Information, other procurement related documents, managing the RFP timeline, the distribution of proposals, ensuring compliance with University and CUFO policies, participating in vendor evaluation meetings, facilitating communications of awards, managing contract documents and assisting with the processing of purchase orders and change orders.

Job Responsibilities:

  • PROCUREMENT MANAGEMENT:
  • Assist with all aspects of the end-to-end procurement process which will be implemented consistently across all CUFO departments. This includes drafting Requests for Proposals, Requests for Information, other procurement related documents, managing the RFP timeline, distribution of proposals, ensuring compliance with University and CUFO policies, participating in vendor evaluation (descope) meetings, facilitating communications of awards, managing contract documents and assisting with the processing of purchase orders and change orders. 45 %
  • SUPPLIER QUALIFICATION & MANAGEMENT:
  • Assist with the sourcing and onboarding of new vendors. Establish or enhance reporting mechanisms that effectively track supplier utilization (i.e bid and award opportunities, transactional volume and spend). Establish or enhance reporting mechanisms that effectively track supplier performance (i.e change orders as a % of purchase order). Develop effective working relationships with suppliers in order to negotiate the best possible value, and to ensure the quality of services and goods purchased to support the mission of CUFO. Develop reports to effectively promote and manage the use of contractors that have been qualified by the SMSC. Assist with the creation of a vendor database that allows for easy and accurate reporting. 15 %
  • CONTRACT MANAGEMENT:
  • Develop and maintain standard CUFO agreement templates. Create a contract summary sheet for all new and ongoing contracts. Assist with the review of change orders as compared to contract terms. Assist with drafting and the execution of all new Facilities contracts and amendments. 15 %
  • POLICY, PROCESS & TRAINING:
  • Analyze and evaluate current procurement processes and propose corrective action to streamline and improve these processes. Help to develop training materials and to train new vendors. Assist with the documentation of all policies and procedures for the unit. 10%
  • REPORTING:
  • Update key performance indicators developed by the Manager to and develop ad hoc reports to enhance the performance and carry out the mission of the unit. Develop reports for the Manager’s review to monitor and ensure appropriate internal control are in place in regards to the procurement process. 10 %
  • OTHER DUTIES:
  • Performs other special projects and duties as assigned 5%

Requirements:

  • Bachelors degree plus 2 years related experience.
  • The Analyst must also possess a general understanding of the capital construction process.
  • Exceptional customer service and communication skills, strong organizational and problem solving skills
  • Ability to translate solutions into policies and procedures to ensure continuity of application across projects and the ability to work independently and collaboratively.
  • The candidate must have a high degree of personal and professional integrity; be customer focused (internal and external)
  • Can multi-task and manage workload; pays close attention to detail; proactive.

Compensation: $25-$28/ Hour

Salary is based on a range of factors that include relevant experience, knowledge, skills, other job-related qualifications.
