Director of Finance - 12 month position

Central Office

The Montgomery County School Board in Virginia is now accepting applications for the position of Director of Finance. This is a 12 month position located in the Central Office of MCPS.

PRIMARY FUNCTION:

To assist the superintendent or designee effectively in providing leadership in developing, achieving, and maintaining the best possible educational programs and services, giving particular attention to the functions of budgeting, business operations, payroll, and food services.

QUALIFICATIONS:

Licensing/Certification and Education:

  • A master’s degree or higher (bachelor’s plus C.P.A. or other advanced certification) in accounting or a related field

Experience:

  • Eight or more years of financial management of budgets totaling 50 million dollars or more
  • Experience in fund accounting
  • Experience in or knowledge of program budgeting (development and implementation)
  • Experience in the management of a total business function
  • Experience in financial projects (revenue and expenditures)
  • Knowledge of and experience in business insurance
  • Ability to maintain an unquestionable degree of confidentiality
  • A history of success in each of the areas listed

Preferred:

  • Knowledge or experience in school division finance

ESSENTIAL FUNCTIONS: 

  • Assumes responsibility for budget development and administration and long-range financial planning through the superintendent or designee
  • Administers, through the supervisor of food services, the cafeteria services, and the school lunch program
  • Establishes and supervises a program of accounting and reporting for the financial affairs of the division
  • Reviews and makes recommendations to the superintendent or designee for all grant proposals originating in the division
  • Interprets the business area of educational programs to the community at large through the superintendent or designee
  • Assumes responsibility for an accounting procedure adequate to record in detail all money and credit transactions through the superintendent or designee
  • Acts as fiscal officer of the school division
  • Approves and processes all requisitions for supplies, materials, and equipment in accordance with the budget
  • Assists in recruiting, screening, hiring, assigning, supervising, and evaluating personnel for positions in the offices under their jurisdiction
  • Compiles necessary statistical data for the preparation of the fiscal budget
  • Acts as advisor to the superintendent or designee on the school budget and all other business and financial questions
  • Prepares financial reports as required by state and federal agencies having jurisdiction over public school funds
  • Completes applications for state and federal funds through the superintendent or designee
  • Furnishes bond in such form and amount as shall be determined from time to time by the board, the cost of which will be assumed by the division
  • Negotiates, in conjunction with the superintendent or designee, contracts involving special programs
  • Obtains and studies comparative prices and quotations in conjunction with the purchasing agent
  • Prepares fiscal reports related to employee taxes, insurance, retirement, and other welfare benefits
  • Provides for audit of all accounts
  • Keeps the superintendent informed of laws, regulations, and rulings affecting the school division through the superintendent or designee
  • Seeks ways and means of continually improving and implementing the fiscal services of the total school program
  • Takes an active role and participates in appropriate local, state, and national professional meetings
  • Prepares drafts of needed board policies and administrative rules for the superintendent’s review and action through the superintendent or designee
  • Maintains liaison with social, professional, civic, volunteer, and other community agencies and groups having an interest in the schools
  • Confers with other division directors on matters of concern
  • Attends School Board meetings and prepares such reports for the School Board as the superintendent or designee requests
  • Directs the system’s insurance program through the purchasing agent
  • Prepares cost studies on school operations
  • Assists staff members in securing funds available for school operation and claiming reimbursement for funds due to the school system
  • Assists principals and teachers in the management of school internal accounting
  • Maintains all financial records and related administrative activity pertaining to the school building program
  • Assists in the pupil accounting and school census responsibilities
  • Performs such other tasks and assumes such other responsibilities as assigned by the superintendent or designee

REPORTS TO: Superintendent or designee 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

  • Ability to sit, stand, walk, bend, squat, kneel, twist, and reach for extended periods of time
  • Ability to communicate effectively – use of expressive and receptive skills
  • Lift or carry materials up to 10 pounds
  • Ability to maintain composure during stressful situations

SUPERVISORY ROLE:

  • All central office personnel assigned to the area of business, purchasing, payroll, and food services
  • Supervises all personnel assigned to the business office
  • Supervises the purchasing agent
  • Supervises a program of budget control
  • Supervises the development of monthly and annual financial reports as required
  • Supervises the collection, safekeeping, and distribution of all funds
  • Supervises the purchase, maintenance, storage, and distribution of textbooks
  • Supervises the supervisor of payroll and the payroll department staff in the administration of the payroll, retirement, insurance, and other employee benefits

SALARY GRADE: $96,178.08 - $169,132.33 

12-Month Professional salary scale (commensurate with experience) with benefits. Salary pro-rated to start date. Salary established by the School Board.
