The Maryland Transit Administration (MTA) is seeking a knowledgeable and experienced professional to serve as Leave Program Manager in the Office of Human Resources. The incumbent is responsible for managing a leave and absence management team in support of the day-to-day monitoring and enforcement of MTA’s leave programs for union and non-union employees with a focus on programmatic adherence, legal sufficiency, employee and manager compliance, and continuous improvement. This individual is a subject matter expert on leave administration and absence management policies, and programs. Leads a team that serves as the primary point of contact for employees, management, and health vendors in connection with the execution and administration of leave and absence policies and programs.

The Leave Program Manager will oversee the day-to-day administration of leave programs for over 3500 employees which includes administration of Short-Term Disability, Long-Term Disability, FMLA, Health and Accident Leave Sick Leave, and Leave of Absence while ensuring compliance with all state and federal laws. The employee and his/her teamwork cross-functionally with HR Benefits, Payroll, Worker’s Compensation & DOT Compliance, Employee & Employer Relations, and the Return-to-Work Coordinator to ensure efficient compliance with all leave programs; the application of the appropriate leave benefits, as well as provide timely responses to employees’ changing circumstances. The Manager produces and oversees reporting metrics and analytics for all leave cases and performs data reconciliation and audits to ensure accurate leave processing. Additionally, this position is responsible for the preparation and dissemination of internal reports, making recommendations and determining best practices for monitoring employee attendance and leave usage. 

The current position is located in Baltimore City, Maryland.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Human Resources, , Business Administration or related field.

Experience: Five (5) years of experience in HR program management, claim administration or leave administration, two (2) years must involve supervisory or management experience in Human Resources.

  • Demonstrated record of Team Oriented Leadership.
  • Demonstrated knowledge of Department of Labor laws, federal and state legislation, and regulations regarding ADA, FMLA, HIPPA and Worker’s Compensation and other compliance requirements.
  • Demonstrated ability to interpret and implement human resources policies and procedures.
  • Demonstrated ability to develop, analyze and manipulate data from various databases to produce reports and spreadsheets as well as track and manage performance against success measures.
  • Demonstrated ability to conduct research, compile data and prepare statistical and narrative reports.
  • High level of Customer Service Orientation. 
  • Ability to reliably manage multiple competing priorities.
  • Strong analytical and organizational skills with an attention to detail required.
  • Strong preference for automating processes over manual solutions.
  • Proficiency in Microsoft Outlook, Excel, Word, and PowerPoint.
