FHI 360 is currently recruiting for the position of Curriculum Lead for an anticipated USAID-funded integrated youth activity to enable marginalized and vulnerable Malian youth, particularly young women with disabilities, to become educated, healthy, and productive citizens while building their resilience to recurrent crises. Shifin ni Tagne will provide youth with the foundational skills needed to prepare them to become agile learners, able to adapt and learn new things in a rapidly changing environment. The project will provide youth, particularly adolescent girls and young women with disabilities, with the skills and knowledge to access sexual and reproductive (SRH) services and practice healthy behaviors. Additionally, Shifin ni Tagne will provide Malian youth with the relevant workforce readiness, vocational, and entrepreneurial skills to succeed as market actors in the agriculture and livestock value chains, vocational trades, sanitation, and green jobs in their communities. 

Job Summary: 

The Curriculum Lead is responsible for overseeing the quality and delivery of learning experiences for each of the USAID Mali Shifin Ni Tagne program components. The Curriculum Lead plays a lead role in recommending technical changes to the USAID Mali Shifin Ni Tagne model to ensure that the program provides relevant and meaningful experiences that propel participants along the pathways identified by the program and selected by the participants. The Curriculum Lead will oversee a team of technical specialists, direct reports and “dotted line”. 

This position will be based in Bamako, Mali and Malian nationals are encouraged to apply. Employment is contingent upon the award of the Shifin ni Tagne program to FHI 360. This duty station has been designated as high risk or extreme risk and poses a heightened risk or direct threat to personal safety. Job Description: 

Reporting to the Deputy Chief of Party, the Curriculum Lead will be responsible to: 

  • Provide technical leadership in all aspects relating to the development, design and implementation of the integrated youth development curriculum across the 3 project objectives.
  • Provide analysis and recommendations, in collaboration with the evaluation and project implementation/management teams, on whether and to what extent the USAID Mali Shifin Ni Tagne program learning components are achieving project goals; and advise the Chief of Party (COP) on how to revise and update program curriculum, design and/or implementation to better reach desired project outcomes.
  • Supervise and contribute to the drafting, review, and finalizing of learning and facilitation resources to be used in the foundational curriculum and entrepreneurship training program components. 
  • Lead the identification of potential areas for strengthening or broadening learning content - in particular for vulnerable populations like people with disabilities - in collaboration with the project team and consortium partners. 
  • Uses relevant research, literature, and other evidence bases to inform the evaluation and possible updating of program curricula, design and/or implementation. 
  • Supervise work performed by staff, partners, and/or consultants that contributes to the development of learning and facilitation materials.
  • Support the onboarding, and capacitation of local program partners as necessary and with reference to the implementation of the program curriculum.
  • Oversee all necessary training-of-trainers, facilitation training and upskilling. 
  • Provide ongoing ad hoc technical assistance to local program partners including but not limited to: 
  • Facilitation support 
  • Facilitation materials adaptation 
  • Model contextualization; and 
  • Education quality oversight 
  • As necessary, travel to implementation sites to observe program implementation to better understand and review curriculum implementation, for the purposes of identifying and recommending course corrections, improvements, and other revisions to the USAID Mali Shifin Ni Tagne implementation model. 
  • Engage, on an ongoing basis, with the MEAL and other technical team members to collaborate and support identification for areas for improvement and research including the project’s learning agenda. 
  • Contribute related content to the timely, accurate and high-quality development and submission of all technical deliverables, in accordance with USAID and FHI 360 rules and regulations. 
  • Collaborate with in-country and headquarter-based technical staff to ensure the project is implemented according to FHI 360 and industry best practices, program framework, and regulations. 

Required Qualifications:  

  • Master's degree or comparable level of professional experience in education, public administration, international development, or related field; Ph.D. or EdD is preferred. 
  • Minimum of 8 years of related experience working with youth education and training programs including programs that build literacy and numeracy and soft, socioemotional and life skills. Prior work with out-of-school youth preferred. 
  • Experience in the education and training sector in in the region is essential (direct experience in Mali is strongly preferred).
  • Experience with youth engagement approaches that value the inputs of young people and treats them with respect. 
  • Understanding of and experience in implementing safeguarding practices and creating safe and supportive environments for youth. 
  • Strong planning and project management skills. 
  • Documented experience providing technical assistance, and capacity strengthening to local organizations in education and training programs. 
  • Experience working in a non-governmental organization (NGO) or commercial consulting firm preferred. 
  • Strong knowledge of, and commitment to gender, social inclusion, and equity. 
  • Demonstrated teambuilding and communication skills. 
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project compliance and reporting preferred. 
  • Verbal and written fluency in French and Bambara required, verbal and written English proficiency preferred.
