GENERAL DUTIES

Under general supervision, plans, designs, develops, and fulfills PeopleSoft Enterprise Human Capital Management, Campus Solutions, and Finance Solutions application development requirements for complex applications.

The Software Developer (PeopleSoft) demonstrates mastery of one or more PeopleSoft product modules and expertise using Application Engine, PeopleSoft Tools, and People Code. Serves as a resource person in at least one of the above mentioned modules.

All personnel perform related work. This specification describes typical assignments; related duties may be assigned as needed. There are two assignment levels (level 1 and Level 2).

General Work Tasks

Assignment Level 1

  • Interprets functional designs to create technical designs containing the information needed to code PeopleSoft objects, partnering with Project Team members to collect requirements and validate designs
  • Codes PeopleSoft objects adhering to technical designs
  • Applies standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)
  • Creates documentation needed to support PeopleSoft code
  • Creates and executes unit and system integration tests to validate new or changed code; documents errors and resolves defects
  • Works with feedback from the user community
  • Supports technical aspects of code deployment to production environments
  • Supports the Production function by resolving code defects identified by end users
  • Works to support transition of Production Support to Managed Services team
  • Designs and generates PeopleSoft reports
  • Provides solutions to a variety of technical problems of moderate scope and complexity

Assignment Level 2

  • Completes all Level 1 tasks
  • Troubleshoots codes / PeopleSoft objects adhering to technical designs using specialized
  • Serves as an expert resource to Level1 staff
  • Applies expertise and supplies technical guidance to others using standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)
  • Advises Level 1 staff during unit and system integration tests to validate new or changed code; documents errors and resolves defects
  • Provides technical support and troubleshooting within defined service level agreements
  • Provides solutions to a variety of technical problems of larger scope and complexity than Level 1

CAMPUS SPECIFIC INFORMATION

The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges and provides strategic and operational IT leadership to all its campuses. CIS supports enterprise IT and applications, identifies and develops new technologies that advance the University's core mission, operates and maintains the University's network, the enterprise Data Center, the CUNY Service Desk, and manages the processes of safeguarding the University’s IT assets. Additionally, CIS maintains the security posture by operating the CUNY Security Operations Center (SOC), develops disaster recovery plans for business continuity, and supports the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY’s 25 colleges.

Reporting to the Assistant Director of Student Information Systems, the Sr. Student Information Systems (SIS) Developer is responsible for the development and critical day-to-day support and enhancement of the PeopleSoft application modules installed or implemented at The City University of New York.

Key responsibilities include, but are not limited to:

  • Identifies, implements, and maintains PeopleTools for custom applications based on analysis of user/owner needs; analyzes, identifies, designs, develops, tests, deploys, implements, and supports requested upgrades, enhancements, and changes to PeopleSoft Interaction Hub, Portal, Campus Solutions; performs (full life cycle) software development.
  • Uses best practices to ensure consistent system functionality and availability to system user community; ensures finished product meets objectives and other appropriate criteria associated with user/owner requirements.
  • Monitors and performs problem resolution of PeopleSoft Integrations; ensures PeopleSoft system-related production errors are diagnosed and resolved quickly to maintain accuracy of business-critical systems; interacts with database administrators, security analysts, and business system users in this effort.
  • Identifies priority activities and assignments, adjusts priorities as required; allocates appropriate amounts of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary.
  • Stays current with PeopleTools technology advances and provides impact analysis of PeopleTools upgrades.
  • Leads a staff of technical professionals on various projects.

NOTES:

  1. Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.
  2. This position is excluded from union representation in the collective bargaining unit.
  3. Our offices are located in SoHo, Manhattan (New York City) with occasional local travel throughout the five boroughs 

MINIMUM QUALIFICATIONS

Level 3:

1) A combination of education and experience that may be met by one of the following:

  • Oracle/PeopleSoft certification for PeopleSoft Version 8 or later with 4 years of full time information technology work experience which must have been primarily in PeopleSoft development, OR 
  • A Bachelor’s degree from an accredited institution in computer science or related field plus five (5) years of full-time information technology work experience, which must have been primarily in PeopleSoft development, OR
  • An Associate's degree from an accredited institution in computer science or related field plus seven (7) years of full-time information technology work experience, at least five (5) years of which must have been primarily in PeopleSoft development, OR 
  • A High School diploma or GED from an accredited institution and at least nine (9) years of full time information technology work experience (post-high school), at least 5 (5) years of which must have been primarily in PeopleSoft development 

2) Demonstrated English language proficiency, including the ability to speak, read, write and understand English well enough to meet minimally acceptable performance standards set for job tasks.

Please note: No substitutions or equivalencies for 5 years of PeopleSoft Development experience will be accepted 

In addition to minimum qualifications, candidates for level 3 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.

OTHER QUALIFICATIONS

Preferred:

  • Strong experience in PeopleSoft application design and development, full lifecycle management, unit testing, and the successful execution of PeopleSoft-related software implementation projects and can serve as a solution architect
  • Demonstrated PeopleSoft experience as an Application Designer and either SQR or PeopleCode experience at an expert level, including experience in successful large-scale PeopleSoft implementations
  • Thorough and updated knowledge of relevant technologies such as Application Designer, Application Engine, PeopleTools 8.58, 8.49, PeopleCode, PeopleSoft Integration Broker, SQR, Change Assistant, DataMover, Component Interface, and Process Scheduler
  • In-depth technical knowledge of PeopleSoft Interaction Hub 9.1, Campus Solution 9.2, HCM 9.2 Finance 9.2, Portal 9.0 and/or CS 9.0 and demonstrated expertise in web server applications and web services
  • Strong experience with Oracle relational database management systems and in-depth knowledge of integration such as Schedule Builder, NELNET, Parchment, and FileNET
  • Excellent interpersonal skills, reflected in the ability to form successful cooperative partnerships with both internal and external personnel; ability to effectively lead diverse teams of technical professionals; skilled in managing and motivating team members to produce quality deliverables while meeting project deadlines

COMPENSATION

Civil Service Title: IT Software Developer-PeopleSoft Software 3

New Hire Rate: $106,649*

Incumbent Rate: $120,513

  • This amount reflects a 13% salary suppression in effect for the first 24 months of employment only.
