The Opportunity

As the Procurement Officer for the Local Health System Sustainability Project’s Jordan Activity (LHSS/Jordan), you will be responsible for supportting the Government of Jordan’s (GOJ) efforts to improve healthcare professionals’ competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development (CPD) system for professional license renewal. The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle-income countries transition to sustainable, self-financed health systems to support universal health coverage. 

This is a full-time position based in Amman, Jordan, working under the supervision of the Activity’s Senior Procurement and Grants Manager. 

This position ends July 30, 2024, with the potential for a one-year extension contingent upon USAID approval of the LHSS project extension.

Core Responsibilities

  • Handle local procurements while maintaining strict compliance with US government policies and procedures, 
  • Prepare monthly, quarterly, and annual forecasts for all required procurement activities,
  • Prepare and/or supervise the preparation of all purchase requisitions,
  • Develop and finalize solicitation documents and solicits quotations according to applicable donor regulations,
  • Gathers market data relative to suppliers and prices,
  • Handle the financial evaluations of solicited offers, 
  • Arrange and supervise deliveries of all purchased or procured items and follow up with assigned committee for receiving,
  • Prepare all required reports and trackers for procured or purchased items in coordination with the Finance and Administration team,
  • Consolidate all requests for procured or purchased items in coordination with the Finance and operation teams,
  • Maintain records of all procurements, 
  • Handle other tasks as assigned by the Senior procurement and grants manager or designee.

What We Value

  • BS + 5 years’ experience, MS + 3 years’ experience or PHD required
  • A minimum of 5 years’ experience in procurement. 
  • At least 3 years of experience at USAID-funded programs. 
  • Thorough knowledge of FAR, AIDAR, ADS, and CFR. 
  • Proficiency in English language required.
  • Fluency in Arabic language required.
  • Excellent management, organizational, and computer skills.
