The Senior Apprenticeship Liaison will serve as an “Apprenticeship Ambassador" and supervise the Apprenticeship Liaison team in the Division of Apprentice Standards (DAS). This position will serve to strengthen DAS’ capacity to develop a robust, comprehensive outreach plan to increase employer demand for apprenticeship within multiple industries, expand diversity within apprenticeship, and increase information about, access to, and navigation of apprenticeship opportunities for potential jobseekers.

This will result in the improved integration of the business community, trade and sector associations, Workforce Development Boards, Career Centers, and community colleges in regional, sector-focused, and statewide workforce planning and processes to focus on apprenticeship as a tool to meet business talent and diversity needs.

In this supervisory position, the Senior Apprenticeship Liaison will engage a team of Liaisons to design and manage a statewide business process to recruit and expand the number of employers and industries sponsoring apprenticeship programs. The Senior Apprenticeship Liaison will organize and disseminate information to prospective apprentices by building strong stakeholder partnerships which will increase diversity in construction, build pathways to expansion opportunities, and leverage pre-apprenticeship and Career Tech Initiatives. This individual will drive forward the following actions:

  1. Create a Team model that utilizes a cultivation and demand-driven strategy to engage interest in registered apprenticeship, and a supply-side strategy to market and provide technical assistance on public access to apprenticeships, while safeguarding regulatory functions.
  2. Oversee and manage a sustainable apprenticeship development business process, from outreach to apprenticeship program development to long-term compliance and regulation, leveraging the extant skills, expertise, and workflows of the MassHire Career Centers & Workforce Board staff, Career Services Rapid Response Team, and local, municipal, state, and federal partners.
  3. With the Apprenticeship Liaison Team, develop and deliver a training program for workforce development leadership on all aspects of the apprenticeship model, including "sales" training to prepare individuals to serve as the conveners between businesses, community colleges, and (where appropriate) school districts, bringing major stakeholders together in developing and sustaining apprenticeship programs.
  4. Support Apprenticeship Liaison staff in the development of a multi-audience marketing and education campaign to re-introduce businesses, trade associations, schools, students, and families, with a particular focus on women and people of color, veterans, and individuals with disabilities. Create strategies and sustainable outreach pipelines for diversity, equity, inclusion, and accessibility in apprenticeship.
  5. Maintain responsibilities related to federal compliance, quality-control, general grants management processes and products, as well as fiscal and technical support, including data organization and management and reporting.

Duties and Responsibilities (these are a general summary and not all inclusive): 

The Senior Apprenticeship Liaison will oversee a Team of Apprenticeship Liaisons to accomplish the following duties and objectives:

  1. Supervise Apprenticeship Liaison staff; manage Team workflows, delegate and administer projects, assignments, and tasks by apprenticeship program region, sector, industry, as well as by individual knowledge, interest and/or expertise.
  2. Structure and create clear guidelines, processes, and procedures for AL Team. Align with DAS Teams to develop and streamline internal/external movement through the lifecycle of registered apprenticeship from inception to establishment.
  3. Assist and support DAS in the development and implementation of improved processes to be used in the application, development, operation, and oversight of Registered Apprenticeship through written documentation, codifying policies, and procedures; work in concert with: Business Analyst, Operations, Quality Assurance and Grants Management Teams.
  4. Evaluate and review analysis of data, including the documentation of real-time labor market information, to determine Apprenticeship growth targets in Massachusetts with Team input and participation. Utilize online tools to research labor market information and trends to understand the needs of businesses.
  5. Assist and support DAS in the development and implementation of improved processes to be used in the application, development, operation, and oversight of Registered Apprenticeship through written documentation, codifying policies, and procedures.
  6. Research, analyze and interpret Federal and State laws, rules, regulations, and guidelines toward the development of clear, concise written policy guidance and process/procedural technical instruction.
  7. Serve as an Apprenticeship Ambassador by creating and maintaining relationships with education and workforce entities, ensuring that other professionals have relevant information and awareness of apprenticeship opportunities and their value to students, jobseekers and other populations who could benefit from learning about apprenticeship.
  8. Develop and facilitate teaching seminars designed to clearly define Registered Apprenticeship and its effective use as a workforce development tool to employers, One-Stop Career Center staff, state partners and other entities.
  9. Create, develop, and facilitate presentations to large groups of employers and job seekers to promote Apprenticeship in Massachusetts.
  10. Establish, maintain, and update a list(s) of business development needs and document progress towards implementation.
  11. Use project management skills & tools (Accela database, Smartsheet, Teams, SharePoint, dashboards, other) to monitor progress and metrics, create timelines for internal and external events and produce impactful presentations.
  12. Capture and analyze project, program, and event metrics to increase apprenticeship opportunities & outreach.

Preferred Qualifications:

  1. Excellent communication and project management skills to ensure timely completion and delivery of quality, deadline-driven work products; ability to prioritize, negotiate and shift goals according to team and supervisory demands.
  2. Ability to set goals, objectives, quality standards and lead to achievement of desired outcomes.
  3. Knowledge of techniques of grant writing, monitoring and recipient engagement preferred.
  4. Provide oversight of employee training, performance and reviews, travel, time reporting and other staff needs.
  5. Ability to establish rapport and working relationships with individuals from a wide variety of different cultural, ethnic, and economic backgrounds.
  6. Ability to understand, explain and implement policies and procedures, standards, guidelines, laws, and regulations that govern DAS activities.
  7. Proven to interact in a team environment and to establish and maintain harmonious working relationships with peers, supervisors, other agency representatives, employers, and customers.
  8. Working knowledge of MS Windows, Word and Excel, Remote communication platforms, database tools and tracking CMR’s. Ability to record information, generate reports and maintain integrity of computerized database systems accurately and concisely.
  9. Availability to work nights and or weekends as necessary to promote Apprenticeship.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience. *

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience. *

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
