License and Certification Qualifications: Alcatel, Juniper or Cisco certifications preferred.

Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.

Experience Qualifications: Five years of experience in designing, implementing, and maintaining complex large scale network systems and solutions. Experience with Microsoft Server and Active Directory networks with supervisory experience of contracted personnel preferred.

Skills Qualifications: Strong technical background in information technology; ability to design, deploy, administer, and support a robust, complex, highly available, fault tolerant enterprise network communications platform in a timely manner under high pressure situations; ability to gather and assess enterprise network needs, take abstract ideas, and convert them into creative designs, procedures, and solutions; strong and effective communication and customer service skills with the ability to work well across departmental boundaries and effectively negotiate solutions; knowledge of and ability to perform as the technical team lead; and ability to assign projects and supervise contracted personnel with little or no assistance.

Primary Responsibilities: Manage capital projects and provide oversight of the daily operations relating to the design, development, testing, and implementation of a highly available, fault tolerant communications network for the Enterprise Infrastructure and Network Services Department.

1. Manage and oversee the design and implementation of the enterprise network communications plan, including documentation, test plan, and ongoing evaluation of design for improvements and enhancements.

a. Study industry standards and best practice procedures and guidelines to develop a design that can seamlessly integrate with Gwinnett County Public Schools (GCPS) goals and objectives.

2. Supervise and instruct the Wide Area Network (WAN) operations private contractors.

a. Assign tasks and provide mentoring and coaching opportunities to the private contractors as directed.

b. Provide guidance to the private contractors in order to help meet the goals of the Information Management and Technology Division (IMT) and the district.

3. Facilitate team meetings in the triage of emergency/crisis situations as well as the management of large projects.

a. Act as the leader during crisis events and guide the management of large projects in order to resolve issues and successfully complete projects in an expedient manner.

4. Coordinate the evaluation and assessment of potential network applications and resources within the GCPS computing environment.

a. Assess and determine areas of potential impact and/or concern regarding the implementation of new applications/resources to the GCPS enterprise network.

b. Determine the impact of potential new applications/resources on the GCPS network to provide an environment that will efficiently and effectively meet the requirements of teaching and learning while preventing/predicting potential negative impact.

5. Oversee the analysis, troubleshooting, and repair network failures and outages.

a. Analyze, troubleshoot, and repair network failures.

b. Ensure students, teachers, and administrators have access to network resources when needed.

6. Provide and assure high level support to customer service and local school technical staff.

a. Provide direct support regarding network, hardware, and communication issues via the telephone and on-site to Technology Support Technician (TST’s) and level 2 support staff.

b. Provide the instruction and course material for training classes as needed. 

c. Provide local schools and other technical staff with technology issues, directly supporting teaching and learning as well as business administration functions.

7. Lead team and mentor in performing complex analysis and troubleshooting of the enterprise communications network and interoperability of associated applications.

a. Utilize industry standard tools and technical knowledge and skills to capture network traffic and perform detailed analysis and isolation of potential network and/or application issues.

b. Consult when there appears to be an issue pertaining to network/application response by utilizing technical skills and analyzing data traffic in an effort to isolate and identify the root cause.

8. Oversee the monitoring, trend identification and analysis, and documentation of the health and operations of the Wide Area Network (WAN), Local Area Network (LAN) and wireless networks.

a. Monitor network health via industry tools and system utilities configured and implemented to issue traps (i.e. warnings) when certain specified criteria have been met or exceeded on a daily basis.

b. Monitor the necessary data to determine when upgrades will be required and to predict and prevent issues/outages of the enterprise wide network.

c. Make recommendations for future capital improvements to the GCPS network.

9. Perform other duties as assigned.
