The Cybersecurity, Intelligence and Services (CIS) business within the Raytheon segment of RTX is seeking an experienced and motivated Government Compliance senior manager in anticipation of its divestiture from RTX. CIS predominately serves US Government customers. 

Candidates must possess initiative, leadership, and communication skills necessary to impart a compliance-oriented attitude across all levels of the organization, while driving financial strategy and growth.

The Government Compliance leader ensures financial operations satisfy necessary government compliance requirements. More specifically this role:

Implements, coordinates, and resolves DCAA/DCMA negotiations and disputes concerning the Federal Acquisitions Regulation (FAR) and the Cost Accounting Standard (CAS)

Coordinates and prepares for anticipated, scheduled, or discretionary DCAA audits, DCMA submissions or reviews, and contract-specific audits (e.g. disclosure statements, incurred cost audits, business system audits, etc.); supports financial statement audits as required.

Supports business operations as subject matter expert on FAR and CAS compliance, indirect rate structures, proposals, cost impact analyses, or cost allocation methodologies.

Develops, documents, and administrates applicable policies, compliance strategies, and operating processes; provides government compliance perspective to policies and processes with cost accounting implications.

Partners with personnel and provide meaningful advice and guidance to satisfy regulatory requirements in a practical and efficient manner.

Monitors regulatory developments regarding FAR, CAS, or other relevant cost accounting guidance for impact analysis and communicates to senior leadership or business partners, as appropriate; leads any necessary change implementation.

Conducts regular surveillance to assess organization government compliance health, identify potential compliance issues, and implement corrective actions as needed.

The role requires adaptable leadership capacity to develop effective professional relationships with external and internal customers, and senior leadership. Further, Government Compliance leader ensures appropriate practices are in place to appropriately promote an effective compliance environment, optimize business value, and minimize questioned cost exposure. The role reports to the CIS Controller and allows for in-office or remote location designation.

Required Education, Experience, & Skills

Bachelor’s degree in accounting, finance, economics, or business-related area of study and 10 years of relevant experience

Experience working with the DCAA and DCMA and interpretation of the FAR and CAS standards

Excellent analytical skills and attention to detail

Demonstrated ability to explain complex regulations and costing compliance externally and internally

Industry association experience

Advanced conceptual thinking capacity in complex or new situations

This position requires the ability to obtain a US security clearance.

The salary range for this role is 171,000 USD - 343,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
