Job Description:

Job Summary: Responsible for the execution of strategic sourcing strategies (i.e supply market analysis, total cost of ownership analysis, competitive negotiations, contracting) to significantly reduce costs for the university. This role will be responsible for achieving cost savings, managing contract implementation, and tracking impact via key performance indicators. Interprets Federal, State, and University rules/regulations/guidelines regarding contracts/amendments, as well as monitors contracts for adherence. Position interacts with suppliers and campus departments; interpreting policies and providing guidance throughout the procurement process. One of the primary goals will be to achieve year-over-year reductions in total costs of goods and services, while maintaining or improving supplier quality and service levels while expanding and diversifying LSU’s contracted supplier portfolio to ensure LSU’s growing research & operational needs are met. Has knowledge of commonly used concepts, practices and procedures within an office setting. Demonstrated experience and ability to coordinate multiple projects and work under pressure to meet deadlines. Relies on instructions and per-established guidelines to perform the functions of the job. Works under immediate supervision. This position may be eligible for flexible work arrangements with the possibility of hybrid and remote work within the State of Louisiana.

Job Responsibilities:

30%- Independently works through all aspects of a strategic sourcing initiative, while supporting the Strategic Sourcing Manager on more complex/higher benefit initiatives. Strategic sourcing initiatives include, but not limited to: gathering of technical & functional requirements, market research & analysis, conducting stakeholder meetings, sourcing event (RFI/RFQ/RFP) development & evaluation, negotiating & implementation/roll out of awarded contract for targeting commodity.

30%- With direction from the Strategic Sourcing Manager, 1) consolidates sources of data into clear, concise, and useful formats to support specific Procurement negotiations, upcoming strategic sourcing initiatives, and annual University reporting for Procurement, Property Management, and Supplier Engagement; 2) assesses sourcing and category opportunities by analyzing spend data, purchasing patterns, market conditions, and expiring contracts to indicate ways to improve the pricing, quality, service and technology.

20%- Creates strategic alliances with suppliers to develop and maintain long-term supply partnerships, while tracking/benchmarking supplier performance and supplier development including, but not limited to; 1) customer service, 2) order fulfillment, 3) sustainability, 4) risk assessments, 4) contingency planning, and 5) validation of contract pricing. Participates in the annual and quarterly strategic supplier performance reviews through the contract life cycle.

5%- Provides guidance to University departments/divisions on procedures in contracting of goods and services and interpretation of Federal & State laws & University policies and procedures. Prepares documents for signatures of parties to agreements of authorized agents; develops and maintains lists of authorized contract signatories; coordinates termination of agreements and contracts.

5%- Works closely with the Strategic Sourcing Manager, 1) to develop, refine, and implement a strategic sourcing plan; 2) interfaces with Procurement, Supplier Engagement, and key stakeholder personnel to ensure the strategic sourcing project is fully implemented and operating seamlessly across the LSU campuses; 3) acts as a subject matter expert/central point of contact to respond to and coordinate defined system-wide strategic initiatives.

5%- Participates in the planning, organizing & conducting of workshops, seminars, and events to inform and educate University personnel of Procurement, Strategic Sourcing, and Supplier Engagement initiatives. Undertakes necessary Procurement and Strategic Sourcing training to enhance process excellence and the ability to improve overall performance.

5%- Other duties as assigned.

Minimum Qualifications: Bachelor's degree in Supply Chain Management (Procurement), Business Administration, Operations Management, Finance or related field with 1 year of professional experience.

Preferred Qualifications: Master's degree in Supply Chain Management with 2-3 years of experience with specific experience in data analysis and forecasting or related field. Excellent communication & organizational skills; detail oriented; proficiency in Microsoft Office products; ability to communicate clearly & effectively.
