Comments and Other Information Director of Student Services HOURS/FTE: 1.0 FTE; 12 months SALARY: $110,156 - $140,149 JOB SUMMARY The Director of Student Services is a superintendent’s cabinet level position and will plan, develop, direct, monitor, and maintain the day-to-day operational and fiscal functions of the K-12 Student Services. The position will provide guidance and leadership to department directors and administrators in planning programs to meet a variety of special needs and review such plans to ensure conformance with State, Federal, and local regulations. In addition, the position contributes to the development of long-range and short-term goals and operating plans for the District’s specialized programs by participating with other cabinet level staff in the formulation of goals and priorities. ESSENTIAL DUTIES AND RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily with or without reasonable accommodation. Lead the planning, development and implementation of programs and schedule for special education students. Support regular classroom and special education staff in the development of the student’s Individualized Education Plan. Provide leadership to the eligibility team, including legal, procedural, and technical expertise. Consult with classroom teachers and assistants in carrying out and modifying programs and data collection systems. Provide necessary training to staff in the instruction and management of special education students. Direct, monitor and evaluate special education/support programs; establish criteria, goals and procedures to be used to ensure the delivery of appropriate specialized education opportunities are consistently provided. Respond to issues and problems of students and parents. Work with complainant, school principals, medical professionals and other necessary staff to resolve issues and problems. Review or draft Board policy and administrative regulations as requested. Interpret and enforce District policy as it relates to schools, educational support services and student services. Manage the development, preparation and submission of student reports required by law or requested by federal, state and local governmental bodies. Complete the required District level reports to the state and federal Department of Education. Gather information as needed from the Superintendent, Board members, District staff, the public and other sources to prepare reports and recommendations to the board. Establish appropriate service and staffing levels for special education; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. Provides oversight for implementation of Comprehensive Guidance and Counseling Framework and district support for Counselors and Child Development Specialists. Work with other specialists to develop appropriate services for students. Provide guidance to school teams in implementing these services. Attend team meetings and staffings on assigned students when requested or as appropriate. Assists the principal in the planning, coordination and supervision of the special education program services. Assists in maintaining discipline and discipline data throughout the student body. Develop behavior management programs in cooperation with special education and regular education staff. Provide positive model of behavioral interventions to staff and support services, including transportation staff Oversee the development and procedures of ADA Section 504 services. Advise administrators on routines and applicable services for 504 plans and requirements. Assess and monitor work load, administrative and support systems; identify opportunities for improvement; direct and implement changes in student services. Responsible for the selection, supervision, and evaluation of assigned staff; assign work and ensure appropriate training is provided for student services. Participate in District wide decision making activities and work directly with the Superintendent to identify issues and practices that affect the future of the District. Problem solve difficult highly emotional issues. Providing leadership in the resolution of complex problems and issues. Research, analyze and evaluate new service delivery methods and techniques. Develop and administer the department’s annual operating budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary; monitor budget utilization by schools, department administrators and supervisors. Provide assistance to school and District staff in the design and implementation of systems for the gathering of student information to meet school and District standards. Work collaboratively with Technology Services to identify student information and reporting needs and develop and promote effective data systems and use with stakeholder input. Organize and facilitate office staff trainings relevant to student data gathering and business practices. Organize and facilitate community stakeholder committees and events as requested. Represent District interests with local, regional and state level agencies and partners; draft and vet inter-agency agreements when appropriate. Represent the District to media outlets as requested. Support the District’s web presence in areas of expertise. Serve as Superintendent designee or backup when requested. Communicate clearly with coworkers and other staff. Participate as an effective team member. Provide impeccable customer service. Interacts thoughtfully and courteously with students, staff, administrators and parents and resolves conflict in a professional manner. Works independently at a high level, seeking appropriate input from and providing feedback to the Superintendent. Attends work regularly and is punctual. Education and/or Experience: A Master’s Degree with academic training in Special Education and licensure in Education Administration. Doctorate preferred. A minimum of five years experience in public education, part of which must have been in teaching and/or supervising in the field of Special Education. A minimum of five years experience in the education or administration of programs serving students with disabilities eligible under ADA Section 504 or IDEA. Certificates, Licenses, Registrations: Current K-12 administrative license from the state of Oregon or reciprocal state. Ability to obtain a valid CPR/First Aid card, and Oregon Drivers License. Interpersonal Skills: Demonstrate a history of strong leadership and communication skills. Demonstrate successful experience in dealing with professional staff and parents. Ability to effectively work and communicate with students, parents, and school personnel from diverse cultures or backgrounds. Maintain integrity of confidential information relating to students, staff, or district patrons Language Skills: Ability to communicate fluently verbally and in writing in English. Ability to effectively present information and respond effectively to questions in one-on-one, small group settings. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals and governmental regulations. Ability to write routine reports and correspondence. Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio percent mean mode. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, schedule or diagram form.
