Your Opportunity:

As the next Chief, you will have the opportunity to manage and oversee the organization’s media and public relations strategies and activities, including cross-channel and experiential communications approaches across traditional, social media, and digital platforms. In this role, you will work to implement programs designed to reach multicultural, rural, and hard-to-convince communities, as well as serve as one of the organization’s primary spokespersons and advise organizational leadership and partners on external speaking opportunities.

Our ideal candidate must have at least three years of management experience, in addition to five years working in journalism, public relations, communications, marketing, or a related field. The candidate must have a passion for translating integrated communications campaigns into innovative and visionary communications campaigns that can drive consumer engagement and deliver results. We desire a candidate with demonstrated experience building and fostering a culture of teamwork, trust, and collaboration, as well as experience with public speaking, including public-facing interviews and engagements. Having knowledge of and experience working in multicultural markets and media, bilingual skills, and/or health insurance and healthcare experience are considered a huge plus!

This position’s office headquarters location is designated in Sacramento County. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 5-7+ years of experience, with 3+ years of management experience, working in journalism, public relations, communications, marketing, or a related field 
  • Demonstrated ability to lead people and teams, build and foster a culture of teamwork, trust and collaboration
  • Must possess excellent communication and persuasive writing skills, experience writing, editing, and producing content for a variety of platforms and channels, including traditional media, social media, and websites
  • Ability to translate experience working on integrated communications campaigns into innovative and visionary approaches for Covered California
  • Experience providing strategic counsel and guidance to executive leadership, including messaging and crisis communications
  • Ability to serve as a spokesperson on behalf of the organization for media and other public-facing interviews and engagements
  • Experience in building media engagement strategies and crafting responses to media inquiries; knowledge and relationships with statewide and national reporters a plus
  • Experience overseeing and managing communications campaigns, including project management, and creating and managing budgets and expenditures
  • Demonstrated ability to work across internal teams and divisions, and foster internal relationships and long-term partnerships
  • Ability to work under pressure and meet deadlines
  • Knowledge of, and experience working multicultural markets and media; bilingual skills a plus
  • Health insurance and health care experience preferred, but not required
