Under the initial close supervision of the Information Technology Manager I (ITMI), Chief of the EASQ Division (EASQD), the incumbent works both independently and as part of a team responsible for assisting with performing technical requirements analysis, software design, software configuration, software development, application support and unit testing activities that are guided by peer code reviews. The incumbent will assist to develop software using Microsoft .NET technology and by configuring solutions in low-code Software as a Service (SaaS) and Application Platform as a Service (aPaaS) frameworks. The incumbent is expected to use good analytical skills to interpret requirements and work with senior staff to design and develop solutions, deployed as web-based applications, and ensure such are solutions are compliant with Americans with the Disabilities Act (ADA) as defined by the Web Content Accessibility Guidelines (WCAG) standards for accessibility.

This position is eligible for a hybrid telework schedule under Government Code 14200. Under the Department of Managed Health Care’s (DMHC) current hybrid telework policy, employees may be required to report in-person to the office two times per week and will be required to utilize a shared or “hotel” workspace. Employees may also be required to report in person more frequently as determined by management, which may include working at a DMHC designated headquarters and/or offsite events or locations. Employees must work from a location within California while employed at the DMHC.

Working Conditions

The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.

Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate work location. Remote-Centered employees agree to adhere to the state telework policy, the DMHC’s telework policy, and conditions cited in the Telework Agreement (STD 200).

Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees are expected to work in a climate-controlled office or cubicle under artificial lighting.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Experience as a junior software developer leveraging ASP.Net, C#, JavaScript, Java, Python, SQL or similar technologies to deliver solutions.

2. Experience developing database queries using Microsoft Standard Query Language (SQL) or similar technologies.

3. Experience with ASP.NET MVC, .NET Core, Angular, Bootstrap, JQuery, Python or similar technologies.

4. Experience or practical knowledge of Agile or Hybrid Agile project management methodology.

5. Experience with low-code platforms or similar technologies.

6. Experience with tools that provide a Centralized Requirements (CR) Repository such as JIRA, Microsoft Team Foundation Server (TFS), Git Hub or similar technologies.

7. Experience with test automation and performance testing tools.

8. Desire to learn new technologies and work collaboratively to build skills and experience.

Statement of Qualifications Instructions

Please submit a Statement of Qualifications (SOQ), using the SOQ Template found in the Job Duties section, to describe your experience, knowledge, skills and abilities related to the qualifying factors listed below. The SOQ must not exceed two pages, single-spaced, typed, and Arial 12-point font size. Resumes, letters, and other materials will not be considered as a response to the SOQ. Applications submitted without an SOQ are excluded from further consideration.

The SOQ must address the following:

1) Describe the most significant software application you have developed by writing code, and the technologies you used.

2) Describe the most significant software application you have configured in a low-code cloud-based framework (such as OutSystems, SalesForce, ServiceNow, Cherwell, Microsoft PowerApps, etc.).

3) Describe what you think your ideal job would be, and the types of things you would be doing daily in that job.

4) Describe the most significant software application you have tested and what tools have you used.

5) Describe any education or knowledge you have that you believe would help you be an amazing software developer or software configuration engineer.
