DESCRIPTION

The MTA is recruiting for The Deputy Director of the Office of Service Development (OSD). The Deputy Director of the Office of Service Development is responsible for managing the day-to-day oversight of OSD and the MTA’s vision, mission and goals outlined in the Annual Service Plan (ASP) and Short-Range Transit Plan (SRTP). 

This position oversees performance and management of a team of direct reports and is responsible for contractor compliance, budget development, concurrence and enhancement of all department level policies, procedures and processes. 

The Deputy Director of the Office of Service Development (OSD) would also manage data collection and analysis processes (ridership, on-time performance, demographic data, population trends), and coordinating and supporting transit scheduling tasks. The Deputy Director regularly interfaces with the public, community leaders, elected officials, contractors, and government staff to educate, coordinate, and obtain feedback on transit planning and operational issues. The Deputy Director also actively seeks out opportunities to improve the transit development plan and to improve inter-modal transit connectivity, including bike/pedestrian access, car-sharing, and other modes that help reduce vehicle miles traveled.

The Deputy Director of the Office of Service Development (OSD) reports to the Director of Service Development and is responsible for assisting the Director in the planning, management, budgeting, and overseeing of all core functions in the office, including implementing and monitoring MTA’s short-term transit development plan for core transit services, managing data collection and analysis processes (ridership, on-time performance, demographic data, population trends), and coordinating and supporting transit scheduling tasks. The Deputy Director regularly interfaces with the public, community leaders, elected officials, contractors, and government staff to educate, coordinate, and obtain feedback on transit planning and operational issues. The Deputy Director takes on special projects as assigned by the Director in the support of MTA’s goals.

This vacancy is located in Baltimore City, MD

Key Job Responsibilities: 

  • Direct and oversee the development of route and schedule modifications for service changes. 
  • Perform routine analysis of transit services, data and policies to seek service improvements when appropriate. 
  • Management of consultant studies and request for proposals. 
  • Provider oversight with the transit operations planning effort, GIS, Mapping, Data Analysis and Management of Transit System
  • Oversee the preparations, publishing and distribution of service changes, charts, manuals, maps, pamphlets, and literature. 
  • Represent the MTA with interactions with community partners and respond to service complaints and issues as directed by agency senior leaders. 

Qualifications

Education:

Bachelor's degree from an accredited college or university in Planning, Transportation Planning, Public Administration, Business Administration, Economics, Transportation Studies, Environmental Studies or related field. 

Experience:

Six (6) years of experience in administrative or professional work, with two (2) years of experience in the public transit and/or transportation planning field performing one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules, standards and regulations, exercising responsibility for the development of policies or procedures, and taking a leadership role in operational changes to transit and/or transportation. 

Ideal Candidate 

  • Will have extensive experience in the use of ArcGIS (or similar GIS tools) for conducting GIS analysis and producing maps; 
  • Be well-versed in the use of ridership data (from various sources, including Automated Passenger Counters) as part of the analysis conducted to determine productivity of transit lines, segments, and stops; 
  • Working knowledge of transit-specific software’s such as Swiftly, Remix and Trapeze for daily and long-range analysis. 
  • Have demonstrated experience in urban transportation planning.

Licenses & Certifications

Applicants are required to have a valid/current motor vehicle operator's license valid in the State of Maryland.
