The Senior Project Control Analyst is an essential position within the organization, tasked with overseeing and managing the cost control function for major federal government contracts. This role requires an individual with a high level of expertise in financial analysis, budget management, and regulatory compliance adhering to U.S GAAP. The Senior Analyst will lead efforts in tracking, analyzing, and reporting on project costs, ensuring that financial objectives are met while adhering to federal contracting guidelines. This position will report to the finance division, but will work closely with the program manager daily.

Primary Position Tasks:

  • Lead the development and implementation of sophisticated cost control systems and methodologies to monitor budgets, commitments, expenditures, and forecasts for complex federal government projects
  • Conduct in-depth financial analysis to identify trends, risks, and opportunities related to project costs, providing strategic recommendations to program management
  • Oversee the preparation and delivery of detailed cost reports and dashboards to program teams, executive leadership, and federal clients, ensuring transparency and accountability
  • Track and maintain status of programs and their financial performance including income statement and balance sheet elements for actuals, budgets and forecasts
  • Analyze actual costs against forecast and provided monthly variance explanations
  • Collaborate with program management and finance teams to develop and refine project budgets, work breakdown structures, and cost tracking mechanisms
  • Performed cost and revenue recognition during the monthly financial close process, including entering accruals for material and subcontractor costs
  • Advise management of operational and financial program risks that could have an impact on actual or forecasted results
  • Ensure rigorous compliance with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other applicable regulations and standards
  • Serve as the primary point of contact for external audits, coordinating efforts and providing comprehensive support and documentation related to project cost controls
  • Drive the negotiation and analysis of change orders and contract modifications, assessing their impact on project budgets and financial forecasts
  • Participate in the strategic planning process, contributing to the development of pricing strategies and cost models for new business opportunities and proposals
  • Analyze contract documents and enter contract financial information into Costpoint
  • Facilitate continuous improvement initiatives within the cost control function, leveraging technology and innovative approaches to enhance efficiency and accuracy.
  • Ensure compliance with U.S. GAAP regarding our program accounting, including recording of journal entries and maintaining of account reconciliations
  • Recommend and implement processes and controls and ensure consistency in their application across the team
  • Assist and advise Program Managers on financial forecasts and deliver EAC’s
  • Collaborate with team members and management to ensure accuracy in data reporting
  • Prepare internal and external reporting by program in accordance with company/contract requirements
  • Perform ongoing variance and risk analysis to budget, actuals, and forecast
  • Monitor subcontract obligations and work with AP on approval of vendor invoices
  • Adhere to monthly close process relative to assigned projects and programs, particularly accrual accounting and revenue recognition
  • Support Finance leadership in other analytics and ad-hoc reporting as required
  • Monthly cash flow reporting to include necessary KPIs and metrics.

Minimum Education/Certification/Experience Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; Master’s degree or MBA preferred.
  • Minimum of 8 years of progressive experience in project cost control, with a significant focus on federal government contracting.
  • Expert knowledge of the FAR, CAS, and government contracting processes.
  • Advanced proficiency with cost control software (Deltek CostPoint), ERP systems, and Microsoft Office Suite, with exceptional skills in Excel.
  • Demonstrated ability to lead financial analysis and reporting activities, with a track record of delivering actionable insights to senior leadership.
  • Excellent communication and presentation skills, capable of engaging effectively with stakeholders at all levels.
  • Experience with accounting for large federal government contracts (FFP, T&M, CPFF)
  • Proven ability to manage multiple complex projects simultaneously, prioritizing tasks to meet deadlines and organizational goals.
  • Experience in financial analysis, EACs, present value calculations and the ability to build models and financial statements
  • Strong understanding of U.S. GAAP, including revenue recognition and IaaS/lease accounting
