Kaizen is searching for a Technical Advisor: Supply Chain/Procurement Expert for the new Procurement and Supply Chain activity in Ukraine. The goals of this activity are to strengthen pharmaceutical sector resilience, increase pharmaceutical sector governance transparency and ensure that the essential medicines system is increasingly patient-centered.

Duties

The technical advisor will

  • Assist in development of a strategic plan for sustaining Ukraine’s supply chain over the next three to five years; collaborate with the host government on a long-term plan to improve access to medicines, providing visibility throughout the supply chain
  • Provide technical leadership and guidance to design and implementation of strategies to improve performance of supply chain
  • Lead development of technical assistance plans for improved supply chain performance; provide technical assistance directly to local partners
  • Work with the Ministry of Health, USAID, and other counterparts to ensure that the right quantities of health commodities are delivered and available at all levels of the supply chain
  • Develop and nurture a range of partnerships with key stakeholders from host country governments, civil society, and the private sector to share information and to stimulate joint design and implementation of interventions.
  • Provide strategic direction and technical leadership for the project’s health supply chain operations in Ukraine
  • Support staff to troubleshoot and address supply chain issues that affect commodity availability (before, during, and after commodity distribution)
  • Coordinate linkages among health facilities and warehouse and distribution service providers to ensure prompt commodity delivery
  • Ensure warehousing and distribution solutions include robust monitoring and data visibility measures, such as proof of delivery, physical inventories, and accurate documentation and reconciliation of supplier orders and deliveries
  • Monitor workplan progress and coordinate closely with the leadership team to ensure supply chain strengthening activities are in line with program goals and budget
  • Contribute to project deliverables, including documentation of best practices in supply chain system strengthening activities
  • Maintain compliance with USAID’s policies and procedures, ensuring that standard operating procedures and work instructions are implemented
  • Help prepare monthly, quarterly, and annual technical reports as required
  • Perform other duties and responsibilities as required

Responsibilities:

  • Provide technical oversight of project implementation of their technical area
  • liaise with national and subnational level ministry, health care facility, and other staff to understand needs and shape reform direction, project implementation and recommendations
  • represent projects to external stakeholders
  • Present and attend conferences.

Minimum Qualifications

  • At least 8 years of experience in the Procurement and Supply Chain sector.
  • Demonstrated familiarity with USAID programming.
  • Proven experience implementing complex health interventions in a decentralized, mixed health system.
  • At least 5 years of senior field management experience demonstrating professional interaction with senior U.S. and foreign government officials.
  • Advanced degree in medicine, nursing, mental health, public health, health policy, or related fields.
  • Fluency in English oral and written communication. Fluency in Ukrainian and Russian is preferred but not required.
  • Master’s degree in a relevant field

Preferred Experience

  • PhD in a relevant field
  • Experience in Ukraine, former Soviet Countries, or in the Eastern European region.
