Amentum is seeking a contracts specialist, mid that will provide direct support to the PMS401 Submarine Acoustics Acquisition Manager and Contracting Officer’s Representatives (COR) in the areas of procurement and contract management.

The candidate filling this position will be responsible for monitoring program execution by appropriation and performer; developing and maintaining program analyses and tracking databases; generating reports, correspondence, and documentation, as well as providing responses to PMS401 and NAVSEA data calls. Additional tasks include preparation, review, analysis and maintenance of Procurement Requests (PRs), Technical Instructions (TIs), contract Statements of Work (SOW), Contract Data Requirements Lists (CDRL), Standard Procurement System (SPS) support, and input to contract modifications and briefings; tracking Periods of Performance for TIs; monitoring Contract Line-Item Number totals; and analyzing Contractor Funds and Man-hour CDRL submittals. Duties may also include participation in meetings on matters pertaining to Navy contract management or execution, Integrated Product Team meetings, and Program Status Reviews.

Contracts Specialist, Mid Responsibilities Include:

  • Providing direct support to the PMS-425 (Submarine Combat Systems) Program Office in the areas of program planning, procurement and contracting. Apply knowledge of acquisition and financial regulations, directives, instructions, policies and procedures to advise in the planning and execution of acquisition programs and the development and execution of Government contracts.
  • Maintaining program execution by appropriation and performer; develop spreadsheets and routine program analyses; maintain tracking databases of internal and external program office financial documentation. Coordinate with Contracting Officer Representatives (CORs) and the Business Financial Managers (BFMs) on the execution of funding.
  • Participating in meetings and/or phone conversations on matters pertaining to contract management or execution of contract documentation with the program office CORs.
  • Interfacing with program office personnel across functional areas for execution of procurement request documentation.
  • Providing assistance to BFM in the review of contract un-liquidated obligations (ULO’s) for each managed contract.
  • Providing assistance to CORs in the review of contractor material for award fees and small business fees earned for use in the development of program documentation and PR development.
  • Providing contract management support including preparation, review, analysis and maintenance of Program Contracts, PRs and associated financial documentation/databases, Technical Instructions, and Contract Data Requirements Lists (CDRLs).
  • Providing assistance in the development of RFPs for hardware orders and new procurements.
  • Providing assistance to NAVSEA contract analysts in the generation of modifications resulting from approved PRs.
  • Providing input to preliminary contract modifications, bi-weekly updates to program office contract status report, and contract quarterly financial review documents.
  • Participating in bi-weekly Program Office contract status meeting with CORs, BFM personnel, Program Managers, and NAVSEA Contracts PCO.
  • Participating in Quarterly Financial Reviews.
  • Participating in weekly contract status review with Program Office and prime contractor.
  • Coordinating, developing and producing a wide range of complex Requests for Proposal (RFP) and contractual documentation.
  • Providing internal financial control services including, monitoring contract funding, preparing periodic contract cost status reports for technical management review and analyzing internal accounting reports for technical managers.
  • Professionally represent the Company in both internal and external customer communications involving acquisition and contracting issues.
  • Utilizing familiarity with financial management, budgeting, project control, financial reports, and basic contract administration in a Government services contract environment.
  • Maintaining Project Tracking Spreadsheets and related documentation.
  • Monitoring funding status, providing reliable and timely notification of funding status with line item detail.
  • Ability to recognize and research issues and make recommendations / decisions based on that research.
  • Ability to work accurately under quick-turn-around deadlines.
  • Developing Procurement Requests utilizing the Standard Procurement System (SPS) including Statements of Work (SOWs), contract Sections B through L, generate Contract Data Requirements Lists (CDRLs) utilizing an excel CDRL generation tool

Minimum Qualifications:

  • Bachelor’s degree with 5 years contracting experience to include, but not limited to, drafting and modifying contracts, technical instructions, and statements of work
  • Must be able to obtain/maintain a Secret security clearance (at a minimum, must receive/be approved for an interim Secret security clearance in order to start) Note: US Citizenship is required to obtain a SECRET Clearance.
  • Proficiency with MS Word, Power Point and Excel
  • Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS), principles of acquisition planning, and requirements necessary to accomplish assigned duties
  • Expertise sharing, organizing, and storing information via Microsoft Share Point
  • Excellent communications skills, oral and written. May be required to speak publicly 
  • Must be proactive, focus on details, prioritize and organize tasks. Must possess the ability to work multiple projects in a fast paced/high demand environment, work well independently and in a team environment, and maintain a high level of high performance in stressful environments
  • 2 years project/program management experience
  • Ability to support the client during planned and ADHOC meetings

Preferred Qualifications:

  • Experience with managing procurement requests via SPS or any other managing tool
  • Basic familiarity of NAVSEA submarine program offices
  • Experience as a technical acquisition writer for the US Navy or any other branch of the DoD
