CLASS DESCRIPTION

The person hired for this position will support and manage the Blueprint for Maryland’s Future career advising component. The Blueprint is landmark legislation that includes comprehensive changes to Maryland’s early childhood and public schools. By increasing education funding by $3.8 billion each year over the next ten years, the Blueprint will enrich student experiences, accelerate student outcomes, and improve the overall quality of education in Maryland.

A key pillar of the Blueprint is to ensure that all Maryland students are given the support needed to be college—and career-ready by the 10th grade and pursue the post-second pathway most aligned with their skills and interests.

The energetic person hired for this position will work collaboratively with the Mayor’s Office of Employment Development, Baltimore City Public Schools, and Baltimore City Community College to develop, implement, and manage the delivery of Blueprint’s career advising services to Baltimore City School students.

The ideal candidate will have experience in team and project management, sharp attention to detail, strong communication skills, and expertise in workforce development or other related fields. They will also be able to work with a diverse set of stakeholders and have some experience in data collection and analysis.

ESSENTIAL FUNCTIONS

  • Lead efforts in providing resources within the Blueprint initiative to students who speak Spanish as their first language.
  • Supervise and support a team of 15 (3 supervisors managing up to 46 coaches)
  • Assist in developing Blueprint’s career advising curriculum and delivering services to City School students.
  • Work collaboratively with Blueprint stakeholders at MOED, Baltimore City Public Schools, and Baltimore City Community College
  • Deliver an engaging orientation process for newly hired Career Coaches and provide technical assistance.
  • Oversee workflow to assist employees in knowing their job responsibilities and delegated duties.
  • Collect data on efforts by career coaches and submit performance reports.
  • Develop partnerships within the school setting to align the services and needs of students.
  • Meet deadlines and complete work in an accurate, thorough, and timely manner.
  • Identify resources to support students being served.
  • Perform other related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have an Associate of Arts or bachelor’s degree from an accredited college or university. Must be able to speak and write Spanish fluently.

AND

EXPERIENCE: Have two – four (2-4) years of experience in leading human services, workforce, or educational initiatives.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to lead and support a team to accomplish shared vision and goals.
  • Thorough knowledge of workforce development services and programs for youth
  • Passion for economic and racial justice issues and supporting youth to accomplish their career goals.
  • Experience using data to manage performance.
  • Ability to establish and maintain effective working relationships with other agencies (City Schools, MOED, BCCC, public and private), community partners.
  • Ability to communicate effectively both orally and in writing and to make presentations to diverse groups.
  • Ability to assign and review the work of subordinate employees.
  • Ability to use word processing, spreadsheet, and database applications (i.e., MS Word, Excel, Access, Outlook, etc.)
