A Brief Overview

Reporting to the Executive Director, ITS Business Operations, the Senior Manager, Procurement and Business Operations provides direct oversight to core procurement, payment, and business functions supporting the SHC TDS department of over 850 FTEs. This position has a business focus rather than a purely technological focus and is responsible for the major functions of sourcing, procurement, and payment within TDS. The Senior Manager, TDS Procurement and Business Operations manages a team of managers, vendor specialist , and other personnel within TDS to organize and coordinate these efforts. He or she will work closely to align these TDS functions with core support units at SHC (including finance, accounting, HR, supply chain, contract administration, , etc.) to represent TDS and to create seamless interaction for specialty services involving information technology. This position provides oversight and daily operational supervision to sourcing, procurement, invoicing, and customer service programs within TDS.

What you will do

  • Recruit, develop, and retain a high performing team to support essential functions of the role
  • Create processes, practices, and procedures to provide purchasing for TDS
  • Develop and support a methodical approach to identifying and realizing cost saving opportunities
  • Assist with sourcing strategy development and execution - gather stakeholder and subject-matter insights/business requirements to ensure sourcing solutions meet business needs, identify process re-engineering opportunities to increase efficiencies
  • Benchmark SHC TDS contracts and pricing to market
  • Establish strategic alignment by linking TDS strategy with SHC’s business imperatives and a planning process that communicates effectively about costs, impacts, and progress
  • Identify programs to measure benefits, particularly productivity-related, to ensure value is being added consistent with the enterprise productivity goals.
  • Develop and build strong relationships with key TDS stakeholders and be recognized as a valued partner and influence business decisions
  • Continually improve vendor performance through effective contracts and vendor performance management methodologies
  • Leads the planning and launch of RFIs and RFPs and negotiates contracts

Education Qualifications

  • Bachelor's Degree Bachelor's degree in a work-related discipline/field from an accredited college or university Required
  • Master's Degree Business Administration/Management Master’s Business Administration degree preferred Preferred
  • Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Experience Qualifications

  • Eight (8) years of progressively responsible and directly related work experience, including three (3) years of supervisory responsibility Required

  • Knowledge and depth and/or breadth of expertise in informational technology disciplines e.g., network operations, databases, software application and interfaces, computer operations, production control, quality assurance and systems management.
  • Knowledge of new technologies (in specific field) and maintain and stay abreast of updates and changes
  • Demonstrated knowledge of procurement policies, processes, and tools
  • Must be a self-starter and can operate independently with minimal supervision
  • Expert proficiency with Excel, Word, and Power point presentations
  • Experience leading and developing vendor management resources
  • Strong analytical, executive level communication and interpersonal skills

Licenses and Certifications

  • CPSM – Certified Professional in Supply Management preferred Upon Hire or
  • CPM - Certified Purchasing Manager (Certification By The Institute For Supply Management) preferred Upon Hire or

Base Pay Scale: Generally starting at $70.43 - $93.34 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
