About the Opportunity

DMI is seeking an IT Architect to support the State of Maryland. The SME will be working within the Dept. of IT to support to major projects that fall under DOIT's leadership. The IT Architect will support both the OneStop platform as well as the agency specific project implementation for the Maryland Department of Agriculture systems modernization. The IT Architect will engage in DoIT’s and/or DoIT-led programs application design, development, and analysis

encompassing software development and systems integration; and maintaining strict configuration control over the project

baseline over its lifecycle.

Duties and Responsibilities:

1. Provide technical expertise for the development of program requirements relating to information

technology, application analysis, application development, and systems integration.

2. Serves as a systems expert on assignments establishing applications, where concern is with

overall life cycle structure; and conducts feasibility studies from design, implementation, and

post-implementation evaluation from a number of possible approaches.

3. Applies subject matter expertise in evaluating business operations and processes.

4. Identifies areas where technical solutions would improve business performance.

5. Consults across business operations, providing mentorship, and contributing specialized

knowledge.

6. Recommend technical solutions and determine application development requirements.

7. Provide subject expertise and guidance to IT developers during the software development life

cycle.

8. Oversee the development, testing, and implementation of technical solutions.

9. Determine whether technical solutions meet defined requirements.

10. Verify technical reference information, including user guides, training manuals, and system

requirements.

11. Ensure accurate representation of expertise prior to the distribution of technical solutions to

end-users.

12. Document processes and disseminate information to all relevant stakeholders.

13. Responsible for gathering and defining the technical and functional requirements and to ensure

that they are compatible and compliant with the project standards.

14. Responsible for reviewing various technical deliverables to meet technical standards.

15. Evaluate new solutions to support Enterprise Application Integration guidelines, policies, and

practices.

16. Collaborate and participate on Governance Boards to review application integration changes and

architectural decisions impacting integration policies and guidelines.

17. Analyze, review, and recommend solutions to expand Enterprise Application Integration

objectives.

18. Advise technical teams on performance, scalability, reliability, monitoring, and other

operational concerns.

19. Design reusable assets, components, standards, frameworks, and processes to support and

facilitate API, and application integration.

20. Continue to update and improve end-user documentation as needed.

21. Regularly assess and improve performance in such areas as job knowledge, technical skills,

quality, innovation, and working relationships

22. Participate in code reviews.

Qualifications

Education and Years of Experience: 

Education:

1. A Bachelor's Degree from an accredited college or university with a major in Computer Science,

Information Systems, Engineering, Business, or other related scientific or technical discipline.

2. A Master's Degree is preferred.

General Experience: At least ten (10) years of experience planning, designing, building, and

implementing IT systems.

Specialized Experience:

1. At least six (6) years of experience developing applications, and technical architectures for

business applications.

2. Demonstrated ability to develop and execute application strategies and to perform feasibility

studies and integration analyses.

3. Experience supervising and providing guidance in implementing technical solutions and supporting

implementation of large-scale applications.

4. Experience with Cloud based application integration options.

5. Strong working experience with System Integrations

6. Experience in building distributed multi-tier applications.

7. Exposure and familiarity with UI/UX.
