In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025.

USAID ESP is currently looking for a Power System Planning Expert who will serve as a member of Electricity Team to support Ukrainian power system recovery and development, including further integration with ENTSO-E and harmonization of electricity market rules of Ukraine with the EU market. This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The Power System Procurement Expert will report to the Senior Electricity Regulatory Manager.

Position Responsibilities

  • Lead project activities on network planning (at TSO and DSO levels) for short-term restoration and long-term development. Establish effective cooperation with beneficiaries and subcontractors;
  • Support project activities related to the power system modeling (technical and economic), collect input information, develop scenarios, and prepare reports;
  • Support project activities on integration with ENTSO-E, including improvement of transmission and distribution Grid Codes and Market Rules;
  • Support project activities towards procurement of materials and power equipment for restoring damaged power system infrastructure, including but not limited to assessment of the needs of the TSO and DSOs, identifying vendors and suppliers;
  • Support coordination of cooperation with the Ministry of Energy, TSO (Ukrenergo), DSOs and Energy Regulator (NEURC) in relation to Ukrainian power system recovery and development;
  • Provide technical assistance to strategic planning and capacity development components of the project implementation;
  • Support building and maintaining strong partnerships and effective coordination among relevant stakeholders (e.g., USAID and other international donors, government bodies, non-governmental organizations or other relevant partners);
  • Other duties as assigned.

Minimum Qualifications

  • Master’s or bachelor’s degree in electrical engineering or related field acceptable to Tetra Tech;
  • At least 5-year experience in the electricity sector and strong understanding of the specifics of Ukrainian power system;
  • Good knowledge of operation and equipment in transmission and distribution grids as well as experience network development planning;
  • Experience in working closely with the DSOs and/or TSO;
  • Project management skills, including ability to develop and manage relationships with subcontractors and a diverse set of officials and stakeholders;
  • Sufficient experience in power system projects such as distribution and/or transmission network development plans is desired. Experience with the EU and Eastern European countries is a plus;
  • Experience in power system modeling software (e.g., DigSILENT PF, DAKAR, PLEXOS, etc.) will be an advantage;
  • Proficiency in English (written, read, spoken, and heard) and Ukrainian;
  • Proficient in office computer applications (MS Word, Outlook, Excel, PowerPoint, etc.).
