PROJECT BACKGROUND
The Critical Infrastructure Digitalization and Resilience (CIDR) program is a five-year regional program managed by DAI for the U.S. Agency for International Development (USAID)’s Bureau for Europe and Eurasia. CIDR assists partner governments and in-country organizations to work with key stakeholders and experts to assess cybersecurity gaps and priorities, make recommendations, and map courses of action to improve the cybersecurity of critical infrastructure and key institutions.
CIDR operates in the Western Balkans, Black Sea Region, and South Caucasus, where countries in recent years have come under more diverse and complex cyberattacks. CIDR is currently providing assistance in Albania, Georgia, Kosovo, Moldova, North Macedonia, and Serbia. This includes assistance in workforce development, cybersecurity assessment, cybersecurity governance, and information sharing of cyberattacks, threats, and solutions.
POSITION OVERVIEW
DAI seeks a Technical Program Manager to support the implementation of a five-year USAID-funded Critical Infrastructure Digitalization and Resilience (CIDR) program. The Technical Program Manager will support CIDR activities in Serbia working closely with stakeholders in Serbia, and regionally as requested.
The Technical Program Manager will be responsible for supporting the day-to-day technical implementation of the CIDR activities in Serbia. He/she will assist with administration and logistics for regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. The Technical Program Manager will act as a bridge between DAI and project stakeholders in-country and be the primary point of contact for conducting enterprise-level assessments, overseeing work of cybersecurity vendors and consultants, arranging meetings, activities, and forums in Serbia. He/she may assist with administration and logistics for regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.
The position requires a strong technical background in cybersecurity and broader issues related to ICT. A familiarity with the administration and execution of donor-funded activities will be an advantage to applicants for this position. Essential to this role are excellent communication and coordination skills, experience in working as a part of a larger project team, and an ability to ensure coherence and consistency of technical work in a challenging environment. The Technical Program Manager will work closely with other members of the team based throughout the region and the United States.
ROLES & RESPONSIBILITIES
The Technical Program Manager will have a wide range of responsibilities, but a critical role will be supervising the vendor contracting and procurement aspects of partner, vendor, and consultant support to Serbian beneficiary institutions. In the case of new software or cybersecurity tools, this will involve working with key stakeholders in initiating requirements, gathering and developing technical specifications inclusive of bill of materials with estimated costs and expected timeline for the service or software's procurement, delivery, installation, configuration, and testing. The Technical Program Manager will work closely with the CIDR team throughout the procurement process and will serve as the primary contact for the beneficiary and engaged vendors.
