The Opportunity

As the Digitalization Specialist for the Local Health System Sustainability Project’s Jordan Activity (LHSS/Jordan), you will be responsible for supporting the Government of Jordan’s (GOJ) efforts to improve health care professionals’ competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development (CPD) system for professional license renewal. The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems to support universal health coverage. 

This is a full-time position based in Amman, Jordan, working under the supervision of the CPD Advisor. This position ends July 30, 2024, with the potential for a one-year extension contingent upon USAID approval of the LHSS project extension.

Core Responsibilities

  • Provide technical support for the development and implementation of the E-CPD system. This includes providing input into E-CPD system services, working with the MOH and MODEE to develop user manuals and to orient stakeholders on using the system.
  • Coordinate and document meetings related to digitalization with MOH, MODEE, health councils, and other stakeholders as needed.
  • Support the Ministry of Health (MOH), Health Councils and syndicates to develop management information systems, including processes and tools related to the digitalization of Continuous Professional Development (CPD), and coordinate the process re-engineering related to digitalization.
  • Manage subcontracts to develop and implement digital solutions that support the MOH Medical Education and Training Department (METD), and the Royal Medical services (RMS) for sharing information related to the accreditation of CPD activities and reporting on CPD activity participation and linking this system to the Human Resources department.
  • Support MOH to use health care Provider’s data for improved decision making in areas such as human resources, training and/or management.
  • Manage a subcontract to develop and upgrade an online training platform using up to date Leaning Management Information System (LMS) for MOH and RMS.
  • Prepare and give technical presentations on key project activities and achievements as needed.
  • Technically support all LHSS IT procurement processes and serve as a technical focal point as needed.
  • Support all IT equipment disposition to national partners as needed.
  • Design and develop data architecture and models that integrate MEL and reporting needs for LHSS staff and partners.
  • Periodically undertake field trips to monitor HMIS-related activities by cross-checking the data collection, compilation, entry, and storage in the system with key CPD stakeholders, including health councils, syndicates, MOH, and others.
  • Effectively communicate the plans and status of CPD digitalization projects and services to the CPD team.
  • Serve as a key liaison with Abt’s Home Office IT team, and the Ministry of Health.
  • Other tasks requested by supervisor.

What We Value

  • Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
  • Master’s degree in computer science, computer engineering or related field preferred.
  • At least 5 years of experience in managing health (or other) information systems, organizational IT, data analytics, digital transformation, and cybersecurity.
  • Experience working in similar USAID-funded projects is highly preferred.
  • Experience working with the Ministry of Health (MOH) or other Ministries is required.
  • English writing/speaking skills required and fluency in Arabic preferred.
  • Demonstrated experience in experience in the process of digitalization for the public sector.
  • Demonstrated skills in data analysis using a software package. Excellent working knowledge of Microsoft Excel and data visualization is required.
  • Demonstrated ability to self-motivate, use initiative, be flexible, and actively and productively contribute to the program’s success and development. 
  • Excellent communication, facilitation, problem-solving, interpersonal, and influencing skills, positive and professional attitude, ability to lead and work well in a team-setting and with multiple team members.
