JOB TITLE: Financial Analyst Levels I, II and III

SALARY RANGE: Financial Analyst Level I - $60,000 - $70,000

Financial Analyst Level II - $70,000 - $80,000

Financial Analyst Level III - $80,000 - $90,000

SUPERVISOR: Senior Manager, Labor Analysis

LOCATION: 2 Broadway, New York NY 10004

HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)

DEADLINE: Open Until Filled 

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

This position is accountable for assisting in the development of policy recommendations concerning labor analysis, fringe benefits, overhead rates, and budget development. The incumbent will assist in the

development and analysis of financial plans and projections relating to fringe benefits, including health and welfare, pension, and other fringes. The incumbent will provide management with the analytical

framework and timely investigative information to make fiscally sound decisions by identifying controllable versus uncontrollable costs; as well as make recommendations for corrective action and or

improvements in booking and reporting fringe benefit expense.

RESPONSIBILITIES:

  • Develop average rates of pay by title, wage increases by union during financial plan period, wage accruals for expired contract, miscellaneous base pay, attrition rates and hiring projections.
  • Labor cost factors are the foundation for preparation of the $4.2 billion labor budget for 48,000+ employees.
  • Prepare employee availability goals and associated budget impacts. Evaluate budget impact of changes in availability and evaluate availability results.
  • Availability is the primary measurement of resource levels to perform service and maintenance goals.
  • Develop health and welfare analytics, reflecting the variability of resource levels e.g., attrition & hiring projections.
  • Health & Welfare costs are the largest component of fringe benefits, at $1.7 billion annually.
  • Maintain tables that provide for the orderly categorization of employee hour and wage results.
  • System reference file maintenance provide consistent application of categorizations.
  • Identify, quantify, and explain significant financial risks and opportunities.
  • Keep management informed of potential deviations from the financial plan.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Analyst – Level I

  • Proficiency in and/or ability to learn analytical and/or quantitative skills.
  • Demonstrated proficiency in or ability to learn Microsoft Excel and Access.
  • Problem-solving skills with the ability to identify the appropriate analytical processes to address issues
  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related system preferred.
  • Proficiency in and/or ability to learn to work, communicate and interact with all internal levels within a given organization.
  • Proficiency in and/or ability to learn organizational and presentation skills.

Analyst – Level II

  • Must possess analytical and/or quantitative skills.
  • Demonstrated proficiency in Microsoft Excel and Access. 7
  • Problem-solving skills with the ability to identify the appropriate analytical processes to address issues and arrive at supportable recommendations.
  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related system.
  • Must possess ability to work, communicate and interact with all internal levels within a given organization.
  • Must have demonstrated ability to learn organizational and presentation skills.

Analyst – Level III

  • Must possess analytical and/or quantitative skills.
  • Demonstrated proficiency in Microsoft Excel and Access.

  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related system.

EDUCATION AND EXPERIENCE:

Analyst – Level I

REQUIRED:

  • Bachelor’s degree in business, Transportation, Public Policy or a related field or an

equivalent combination of education and experience from an accredited college may

be considered in lieu of a degree.

PREFERRED

  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
  • Master’s degree in a related field.
  • Experience in business analysis, budgeting, or business process reengineering is preferred.
  • Familiarity with Hyperion Planning and Generally Accepted Accounting Principles is preferred.

Analyst – Level II

REQUIRED:

  • Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
  • Minimum 2 years related experience.

PREFERRED

  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
  • Master’s degree in a related field.
  • Experience in business analysis, budgeting, or business process reengineering is preferred.
  • Familiarity with Hyperion Planning and Generally Accepted Accounting Principles is preferred.

Analyst – Level III

REQUIRED:

  • Minimum 4 years related experience.

PREFERRED

  • Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
  • Master’s degree in a related field.
  • Experience in business analysis, budgeting, or business process reengineering is preferred.
  • Familiarity with Hyperion Planning and Generally Accepted Accounting Principles is preferred.
