Contract Administration Mgr I

Under the direction of the Procurement and Contracting Services (PCS) Associate Commissioner of Contract Management Support, performs highly advanced (senior-level) contract management work that promotes contract practices that are compliant, efficient and effective. Provides assistance to the PCS Associate Commissioner of Contract Management Support in the creation of system policies and procedures for contract management and monitoring; the development of templates, forms, and tools for contract managers; and the provision of support and assistance to ensure contracts are being managed and monitored effectively. Communicates with all stakeholders regarding contract management and monitoring practices and assists the Associate Commissioner of Contract Management Support through the coordination of agency-wide contract management initiatives. Works with the SCOR (System of Contract Operation and Reporting) team to implement contract monitoring and management initiatives. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement. The Contract Management Support Associate Commissioner may allow staff in this position to telework on an approved schedule up to four days per week; however, reporting to the PCS Office or other assigned work location as needed and as stipulated by the Associate Commissioner is a requirement of this position. Essential Job Functions:

Develops and manages standard operating procedures and desk aides for contract managers. (20%)

Participates in the analysis of contract management issues and the preparation of reports of findings and recommendations. (15%)

Works with a team of procurement and contracting professionals to initiate, manage, and perform contract management and monitoring activities to determine if solicitations, templates, terms and conditions, and affirmations are in compliance with agency policies and applicable state and federal laws and regulations. (10%)

Creates, manages and updates templates, forms and documentation related to contract management and monitoring. (10%)

Provides expertise, assistance and support for contract managers on questions related to contract management and monitoring processes, tools, and requirements. (10%)

Researches and documents best practices based on the work of experienced contract managers to create an online knowledge bank and ‘Frequently Asked Questions’ for employees to access helpful information and obtain guidance. (5%)

Coordinates relevant statutory/legislative/agency changes and disseminates information to all areas in a timely manner. (5%)

Serves as a liaison between various support programs regarding contract management and monitoring to assist with troubleshooting, escalation of contract issues and adverse actions. (5%)

Provides consultation to program areas with implementing recommendations from audit findings related to contract management and monitoring practices. (5%)

Participate in HHS System procurement and contracting workgroups and steering committees, as assigned. (5%)

Assists with other issues raised by the PCS Associate Commissioner of Contract Management Support. (5%)

Performs related work as assigned including participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)

Knowledge Skills Abilities:

Knowledge of State contract laws including the State of Texas Procurement and Contract Guide.

Skill in developing procedures, templates and processes.

Skill in preparing reports, manuals, and technical information.

Skill in composing clear and concise reports and/or correspondences.

Ability to interpret statutes, state, and federal rules and regulations.

Ability to develop solutions to problems.

Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.

Skill in research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.

Ability to report to the PCS Office or other assigned work location as stipulated by the Contract Management Support Associate Commissioner.

Registration or Licensure Requirements:

Certified Texas Contract Manager (CTCM) certification required within six (6) months of employment. Initial Selection Criteria:

5 years’ experience in contract or project management work or a similar field. Graduation from an accredited university. Experience may be substituted for education. State of Texas agency experience preferred. Additional Information:
