Job Description:

The Database Administrator IV performs advanced (senior level) database administration and application development functions for the Data Management team within Information and Data Management, Office of Data, Analytics and Performance (DAP). The DBA IV will be responsible for overseeing and coordinating support of various DAP controlled data assets including SQL Server and Oracle systems. They will work to ensure reliable performance and functionality and will work with other members of the DM team to perform development and testing within these assets. DBA IV will also review and provide feedback on larger DAP data asset architecture and data modeling. They will also be responsible for developing and updating standard operating procedures and guidelines for the work done within these data assets. The DBA IV will conduct analysis of data sets, perform data needs assessment, data acquisition, cleaning, standardization, extraction, transformation, and loading into database systems. The DBA IV will design, code, evaluate and implement changes to the data sets as driven by the needs of DAP and HHSC. They will be responsible for managing these data assets and working to increase efficiency by automating routine tasks. Mentors ADDM team members and DAP staff in the use of compiled datasets. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:

EJF#1: Consults and coordinates with HHSC IT, Texas Shared Technology Services, and data trading partner technical staff in order to maintain and troubleshoot computer applications and data management processes. Collaborates with business analysts to understand data requirements and translate them into technical specifications to integrate into current data warehouse models. Develops and maintains data quality and data governance processes to ensure accuracy, consistency, and integrity of data in the warehouse.

EJF #2: Initiates and coordinates projects to refresh and upgrade database software and server operating systems. Maintains and updates server and database configuration to maintain connectivity between HHSC systems and data trading partners. Resolves functional and performance issues by conducting performance tuning and optimization of data warehouse processes and queries to improve overall system efficiency. Collaborates with ATOS and other database system management vendors to ensure proper configuration, backup, and recovery of the data warehouse.

EJF#3: Consults and coordinates with DAP and other HHSC staff to identify business needs related to database systems. References data in various HHS and other systems and transform research and reporting requirements into ADDM/DAP data systems. Acquires, extracts, cleans, transforms, and loads needed datasets into ADDM/DAP database systems and writes complex SQL queries and stored procedures to extract and manipulate data for reporting and analysis purposes. Mentors DAP staff in the use of data systems.

EJF#4: Consults and coordinates with ADDM, DAP and other HHSC staff to identify potential areas for increased efficiencies using automation. Designs, develops, codes, evaluates, implements, and documents computer applications and procedures to implement those efficiencies. Conducts data profiling and data analysis to identify data quality issues and recommend improvements.

EJF#5: Prepares and reviews a variety of written, oral, and graphical deliverables containing analyses of Health and Human Services data to detect data trends and anomalies, optimize health outcomes. Provides DAP and data management leadership information necessary to make informed decisions on streamlining workflows and processes, modification of existing data models, and recommendations on the enhancement of database system architecture. Develops and maintains data quality and data governance processes to ensure accuracy, consistency, and integrity of data in the warehouse.

EJF#6: Trains DAP staff on QAI Datamart applications and systems. Identifies areas for learning and development and participates in training programs available to HHSC and DAP staff members. Identifies and incorporates innovative solutions to streamline workflows and processes. Knowledge Skills Abilities:

Knowledge of the process of computer application development.

Knowledge of Oracle 19c on the Linux platform

Knowledge of data warehouse architecture of Star and Snowflake schemas used in relational, dimensional, and multi-dimensional data modeling.

Knowledge of scripting language to import and extract database information in a Linux batch environment – preferably PERL.

Knowledge of scientific research methods, statistical techniques, mathematics, geographical concepts, and their application to data analytics.

Knowledge of the various Texas Health and Human Service (HHS) programs.

Knowledge of patient level health and demographic data (e.g., Census, Vital, Medicaid, and CHIP data including eligibility, enrollment, medical claims, and encounters).

Knowledge of the principals, practices and techniques of database design and development, database structures and theories and current database technologies.

Knowledge of medical records systems or clinical coding practices.

Knowledge of Internet and World Wide Web.

Knowledge of computer programming principles, spreadsheet macros, and database design.

Skill in developing computer applications using high level interpreted languages such as Perl.

Skill in using SAS, SPSS, SQL, R, ACCESS, Business Objects, or other statistical and database management software.

Skill in using EXCEL or other spreadsheet software.

Skill in graphical, tabular, and geographical presentation of data.

Skill in verbal and written communications.

Skill in database management with Oracle, SQL Server, or similar large database systems.

Ability to analyze and solve problems.

Ability to design, develop, code, test, implement, maintain, and document computer applications.

Ability to manage, manipulate, and analyze complex databases.

Ability to Extract, transform, and load (ETL) data from various sources into the data warehouse using tools like Informatica, PERL, and Linux shell scripts.

Ability to oversee and/or supervise the work of others.

Ability to plan, organize, and conduct data analytic projects.

Ability to work in a team and to communicate effectively.

Ability to develop and interpret statistical data charts, maps, and tables.

Ability to interpret and publish data analytic findings.

Ability to exercise independent judgment and show initiative.

Ability to maintain detailed and organized documentation of data analytic projects.

Ability to train staff in the use of data systems.

Graduation from an accredited four-year college or university. Major coursework in computer science, computer information systems, database management, information systems management, or a related field is preferred.
