Job Description:

The Enterprise Architect is responsible for setting the technical direction for the agency, implementing technical governance, providing technical leadership across the agency, and representing the agency in a technology capacity. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Leads agency initiatives to set the technology direction. Researches and documents current state architecture through agency-wide meetings with management. Identifies agency and business strategies and aligns IT strategy to support agency and business strategic plans. Understands the desired business outcomes and their implications to the technology systems that support the agency and business. Understands the agency and system capabilities in the current state. Assesses the impact of change and the organization’s ability to accept the change, as well as establish a rate of change. Identifies target and future technology states. Establishes technology roadmaps to move successfully from current state architectures to future state architectures including budget planning for roadmap implementations as well as organizational changes need to support new system capabilities. Evaluates emerging technologies for applicability to the agency and determines organizational implementation strategies. Evaluates and review vendor proposals. Evaluate and review legislative proposals for agency technology impact and cost.

Leads the implementation of technology governance within the agency and across the vendor community. Through cross-division leadership work, develops technology principles, standards, and policies. Leads agency architects in best practices for developing systems and implementing standards including standards and quality management for system documentation. Leads organization efforts, working with IT-wide technical leadership, to govern and enforce the agency standards in policies as they apply to solutions and systems for data protection, security controls, audit implications, and cost of implementation. Develops and implements processes for the governance of technology for the agency at the business level, IT division level, and with other agencies (DIR) and vendors. Leads the centers of excellence to identify guidelines and best practices for specific technologies, decision-making matrices, and identify needed policies.

Represents the IT division and agency as a technology leader. Develops and leads technology specific communities of practice helping to develop skills and share information. Establishes best practices for IT and vendors in developing and deploying agency system and solutions; including leading the development of IT non-functional requirements for vendor developed systems. Represents the agency in cross agency initiatives within the state as well as with other health-related agencies at the local, state, and federal level. Presents thought leadership at both technology and health industry conferences.

Knowledge Skills Abilities:

  • Knowledge of architecture frameworks
  • Knowledge of NIST cybersecurity framework
  • Knowledge of networking architectures and principles
  • Knowledge of databases, including SQL and NoSQL data stores, e.g. Postgres.
  • Knowledge of scripting, such as PowerShell, Python, or Perl
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of automation of CI/CD and DevOps environment.
  • Knowledge of agile (scrum) methodology and scrum ceremonies.
  • Knowledge of open-source technology, software development and systems engineering.
  • Knowledge of cloud-based services for AWS, Microsoft Azure or GCP.
  • Knowledge of OpenStack, Linux/UNIX, Rackspace, Docker, etc.
  • Knowledge of declarative languages (e.g., yaml, json, etc.).
  • Skill in architecting services, including APIs and Web Services.
  • Skill in systems design, programming, implementation and integration of complex distributed IT solutions (e.g. cloud, distributed systems or high-performance computing experience).
  • Skill in architecting modern web applications using one or more of the following: Node, Python, Java, Spring, Spring Boot, RDBMS.
  • Ability to be adaptable and learn quickly.
  • Ability to deliver work within defined schedules, cost and quality.
  • Ability to coordinate multiple assignments, set priorities, and meet deadlines.
  • Ability to communicate with a high level of effectiveness both verbally and in written formats.

Registration or Licensure Requirements:

TOGAF Certification Initial Selection Criteria:

Required:

  • 7+ years of analytical IT experience with a background in business, cloud, data, application, network, or security architecture .
  • 2+ years of experience as an Architect.

Preferred:

  • Graduation with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business, or a related field is preferred. Experience may be substituted on a year for year basis.
  • 3+ years of experience architecting, engineering, supporting, or developing enterprise IT solutions in hosted and cloud environment.
  • Hands on experience and current skills in two or more areas preferred: Enterprise Architecture Modeling, System Engineering, DevOps, Security, Networking, Application Development, Data Intelligence, Infrastructure Services, or Database.
  • Experience with Agile, ITIL and TOGAF frameworks.
  • Experience with at least three of the following domains preferred: cloud, analytics, data management, infrastructure, security, applications, software engineering, networking, or systems integration.
  • Experience with wireless communications, network security, voice, and data networking systems
