Practice Area Summary:

MSI’s Education Practice Area provides monitoring, evaluation, research, learning and training support to development partners and international education projects worldwide. The practice area is known for its excellence in leading large-scale learning assessments and providing rapid assessments that support adaptive management and Collaborating, Learning and Adapting (CLA) agendas.

Position Summary:

The Technical Manager (TM) will work in MSI’s Education Practice Area and report to one or more Technical Directors (TDs) on specific work assignments. The TM will work collaboratively with the team’s Technical Directors, Managers, and Associates. The TM will also liaise with MSI’s Operations Division, Business Development Unit (BDU), and other MSI Practice Areas. The TM will play a key role in technical assignments, business development, and thought leadership. This role will be expected to travel to international locations as needed. The preferred location for this role is in the Washington, DC Metropolitan area.

Responsibilities:

Technical

  • Provide methodological guidance and quality assurance to monitoring, evaluation, research, and learning (MERL) activities in the education sector. This support could include:
  • Manage evaluation and research projects, including interfacing with the client, obtaining IRBs, recruiting local experts, supervising the training of data collection firms, overseeing pilot and operational data collection, and tracking budgets.
  • Design scopes of work, prepare evaluation/research designs and work plans, develop data collection and analysis plans, and provide inputs to cost estimates.
  • Develop instruments for qualitative, quantitative, and/or mixed-method evaluations and research.
  • Analyze and synthesize information and evidence, including both quantitative and qualitative data.
  • Lead preparation of knowledge products such as technical reports, toolkits, manuals, documentation, brochures, briefs, presentations, and infographics.
  • Lead dissemination efforts such as workshops and presentations.
  • Support a variety of MERL tasks on education projects, including selecting indicators and targets and supporting CLA agendas.
  • Serve as the primary point of contact for clients in the management of technical tasks.
  • Collaborate with colleagues to meet timelines and submit deliverables as specified in work plans.
  • Communicate with clients and partner organizations and manage external consultants.
  • Share lessons learned and best practices internally and externally through publications, conferences, and professional networks.

Business Development

  • Contribute to planning and proposal writing efforts for new business development opportunities and liaise with BDU to produce technically sound and compliant proposals.
  • Contribute to the design, writing, and review of proposals.

Qualifications:

  • Minimum master’s degree in education, social sciences, or related area required.
  • Minimum five years of progressive work experience in international education required. Minimum seven years of experience preferred.
  • Experience in monitoring, evaluation, and research in the education sector required.
  • Experience managing technical aspects of projects, from design and work planning to implementation and reporting required.
  • Experience working with USAID or other development partners preferred.
  • Experience with quantitative and qualitative data analysis using statistical and transcript software such as Stata, R or Python, and MaxQDA, NVivo or Atlas.ti to manage, process, and analyze data preferred.
  • Familiarity with MERL tools, including qualitative/quantitative methodologies, desk reviews and synthesis, performance and impact evaluations and activity MERL plans required.
  • Familiarity with USAID data and reporting systems, including the Data Development Library (DDL), and policies preferred.
  • Strong knowledge of and experience in education components such as evidence-based instructional practices, teacher training, curriculum development, materials design, foundational learning preferred.
  • Ability to work with teams of Technical Directors, Managers, and Associates, and Project Managers required.
  • Strong writing, analytical, speaking, and communication skills required.
  • Spoken and written fluency in English required. Fluency in French, Arabic, or Spanish preferred.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $85,000 to $93,000 USD.
