The Senior Director of Government Pricing & Compliance is responsible for leading McKesson’s compliance with government price reporting obligations for the largest private label pharmaceutical business in the United States, as well as our Medical Surgical business through a comprehensive government price reporting program. The successful candidate is expected to be a strategic leader with responsibility for communication protocols, policies, procedures, and training. Additionally, the Senior Director will collaborate with business leaders in our Private Label and Medical Surgical businesses, as well as Compliance and Legal to develop, refine and execute a robust compliance framework. The Senior Director must have a working knowledge of the regulatory environments for the private label business, as it relates to Government Price Reporting, and must demonstrate the capacity to effectively collaborate with key stakeholders on strategic, compliance and policy initiatives.

Responsibilities:

1. Lead enterprise government price reporting team to partner with Private Label, Compliance and Legal teams to maintain governance and compliance framework, including all policies and procedures, guidance, laws, and regulations governing the calculation methodology, analysis, and submission of pricing and related data to the Federal and State Governments including but not limited to:

  • Medicaid Drug Rebate Program (including AMP, Best Price and Unit Rebate Amount); Medicare (including Part B Average Sales Price and Part D coverage gap), Federal Supply Schedule (for covered drugs) and 340B discount program (including statutory and sub-ceiling price discounts).
  • State supplemental rebate programs, SPAPs and other state reporting requirements.
  • Identify and ensure any applicable customer incentives or price concessions are accounted for and allocated in accordance with applicable price reporting regulations.
  • Ensure any applicable contractual fees have been evaluated and classified appropriately and are properly treated for inclusion/exclusion in all Government price calculations.
  • Ensure the accuracy of unit of measures used and any other non-pricing data also submitted under the above programs, such as product master data.
  • Develop and deploy a robust procedure for all price reporting submissions, including certification process and ensure that appropriate steps are taken to fulfill the audit obligation on Government price reporting, GTN reporting and accounting close.
  • Review, approve, and cause to be certified all required monthly and quarterly reports to the Government.
  • Create and keep current SOPs governing government pricing compliance obligations for private label business. Ensure all methodologies and requirements are established, documented in SOPs, and supporting documentation, and meet compliance and audit requirements for Government price reporting.
  • Support accruals process for government programs liability as well as the forecasting process

2. Partner with key business, legal, compliance, government affairs and other stakeholders to provide strategic advice on government price reporting topics and support a risk-based assessment of enterprise operations and controls, as they relate to Government price reporting.

  • Keep abreast of all Federal & State drug pricing related legislation and regulations and enforcement activities.
  • Update leadership on changes in the regulatory and enforcement environment that could potentially impact the business.
  • Serve as a resource in responding to compliance questions and issues related to government price reporting and contracting.
  • Work with internal stakeholders to develop and implement new policies, procedures and training related to Government price reporting.
  • Provide business leadership and others with guidance on a variety of strategic and business issues.
  • Stay informed on business strategy and influence stakeholder decisions through education, advice, sharing reporting data trends and financial forecasting of the impact of commercial pricing and contracting strategies on federal and state programs obligations.
  • Partner with cross-functional leaders to evaluate contracting strategies and business development to ensure feasibility of operations within the compliance framework for price reporting as well as the financial impact of the government pricing calculations on the private label businesses. 
  • Maintain an understanding of the competitive landscape impacting pharmaceuticals, including headwinds, recent and impending legislation, government payment models and trends impacting market participants.

3. Lead an experienced team responsible for the development of state and federal compliance best practices and controls for McKesson’s Government contracts, Medicaid rebates processing, and Opioid Stewardship Act reporting. Key oversight areas include:

  • Best practices for Government Contract Compliance with Trade Agreements Act and Buy American Act.
  • Development of audits and control monitoring and analytical tools to execute and communicate findings to reduce company risk, enhance financial performance and advance the success of our business processes.
  • Interactions with Government agencies, processing of government invoices and dispute resolution.

4. Lead authentically across the organization by promoting a positive environment of collaboration and excellence, guided by McKesson’s iLead and i2Care principles. Develop team members for success and lead education of key stakeholders to build awareness, collaboration, and support within the organization.

5. Other duties, as assigned.

Skills & Requirements

Education:

  • Bachelor’s degree in accounting, finance or other applicable or relevant fields; CPA and/or Master’s degree preferred.
  • Experience & Required Skills:
  • 13+ years of relevant experience with Government price reporting within the pharmaceutical industry; 6+ years of leadership, communication and managing people or equivalent experiences.
  • Subject matter expertise in Government Price Reporting
  • Experience working with a private label products portfolio preferred.
  • Solid understanding of data and analysis needed for Government Price Reporting
  • Strong interpersonal, communication and presentation skills.
  • Ability to influence without authority and to work in a matrixed organization.
  • Ability to work independently and exhibit strong leadership and project management skills.
  • Ability to effectively manage competing priorities.
  • Adaptable to a changing and dynamic environment.

As part of Total Rewards, we are proud to offer a competitive compensation package at McKesson. This is determined by several factors, including performance, experience and skills, equity, regular job market evaluations, and geographical markets. In addition to base pay, other compensation, such as an annual bonus or long-term incentive opportunities may be offered. 

Our Base Pay Range for this position

$142,600 - $237,600
