Other Conditions: Extramural funds. Appointment to begin December 2023 or soon thereafter. Continuation possible dependent on performance and annual renewal of funds.

Duties and Responsibilities

  • In conjunction with the Principal Investigator, project core team, and External Evaluator, serve as a training, evaluation & assessment specialist to develop, implement, revise, monitor, evaluate and assess the family engagement trainings, services, and technical assistance (TA) provided to educators, families, and community members. This will include developing evaluation/assessment tools and protocols if needed.
  • Analyze evaluation and assessment data, and develop reports using data outlining strengths, weaknesses, and potential resolutions to improve project activities and evaluation/assessment. Provide regular updates on the evaluation progress at team meetings.
  • Ensure the external evaluator has access to all relevant project / program documents and stakeholders involved in the project / program and/or the evaluation. Keep the external evaluator apprised of any changes in the program's operations or evaluation context.
  • Responsible for creating and maintaining the databases of multiple projects.
  • Responsible for capturing program data from contractors for reporting purposes. Lead and direct staff on the collection and entering of qualitative and quantitative evaluation data, data quality control/error checking. Analyze quantitative data (longitudinal, cross-sectional, categorical) and qualitative data such as focus groups, interviews, and observations.
  • Assess training needs through surveys, meetings with parents, focus groups, or consultation with administrators, educators, or community representatives; work with the core team to develop new training and resources.
  • Write and disseminate a variety of reports including but not limited to interim and annual federal reports; technical data analysis reports; school-based progress reports; newsletters and briefs; and project process and outcome evaluation reports. Publish and present research findings with project members.
  • Collaborate regularly with project staff, management, collaborative partners, and other stakeholders regarding project results and recommendations for programmatic change.
  • Maintain a research/scholarly profile and professional activities in the area of family engagement in education by applying for grants, presenting at local, national or international conferences, preparing and submitting manuscripts.
  • Other duties as assigned.

Minimum Qualifications for Junior Specialist

  1. Masters degree in educational psychology, psychology, statistics, education, or a related field from a college or university of recognized standing.
  2. Advanced coursework in statistics, measurement, and evaluation, including multilevel data analysis, longitudinal data analysis, and/or categorical data analysis.
  3. At least one (1) year of experience working for a state or federal grant funded educational project.
  4. At least one (1) year of working experience in managing, merging, and cleaning databases.
  5. Experience in administering surveys and conducting interviews, focus groups, and observations with students, teachers, and parents.
  6. Ability to accurately enter project data.
  7. Excellent communication and collaboration skills.
  8. At least one (1) year of experience writing technical reports including evaluation reports, project reports submitted to federal or state funding agencies, briefs, other technical reports, and/or publications.
  9. Ability to travel to various sites independently and in a timely manner for data collection purposes.
  10. Ability to work during weekends and/or outside work hours if necessary.

Minimum Qualifications for Assistant Specialist

Same as Junior Specialist level, as well as:

  1. 30 credits beyond a Masters degree, in educational psychology, psychology, statistics, education, or related field.
  2. At least three (3) years of working experience in program evaluation, including writing evaluation reports at the next lower rank or equivalent.

Desirable Qualifications

  1. Experience in conducting research in Hawaii schools, including working with HIDOE and UH Data Governance Office to meet their requirements for sharing data and conducting research.
  2. Experience in doing culturally responsive evaluation and assessment.
  3. Experience in conducting process and outcome evaluation and writing an evaluation report for a state or federal funded project.
  4. Experience with participating in grant writing.
  5. Experience in analyzing a large-scale dataset.
  6. Successful record of publication and conference presentations.
