Main Purpose of Job

Under the leadership of the Superintendent, the Frederick Campus Chief Educational Programs Officer provides strategic educational leadership, develops the short- and long-term instruction goals/vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students at the Frederick Campus. Collaborates with the MSD leadership team members including the Columbia Campus Chief Educational Programs Officer to ensure close alignment of campus resources with school needs, to implement an instructional plan for the school that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement to support students’ learning in a bilingual environment. Provides progressive educational leadership, supervision, and evaluation of department principals (Family Education/Early Childhood Education, Elementary, Middle School, High School, Career & Technical, and Transition Services) at the Frederick Campus. Reports directly to the Superintendent and consults with the Superintendent on high level needs.\r\n

POSITION DUTIES

Provides strategic\r\neducational leadership, develops the short- and long-term instruction goals/vision\r\nand works to establish a culture of high expectations and shared responsibility\r\nfor equitable access to high-quality bilingual (ASL/English) and culturally\r\nrelevant instruction for all students at the Frederick Campus.\r\n\r\n\r\nPlans, coordinates, and\r\nsupervises the academic/instructional programs at the Frederick Campus in\r\ncollaboration with the Columbia Campus Chief Educational Programs Officer.\r\n\r\n\r\nEstablishes direction for\r\nschool improvement efforts by monitoring the progress of school performance, student\r\nachievement objectives and academic excellence indicators to align strategies\r\nfor school improvement; administers multi-tiered system of interventions to\r\nimprove achievement of students who are not meeting grade-level expectations.\r\n\r\n\r\nCollaborates with the\r\nDirector of Curriculum and department principals to ensure the instructional\r\nand curriculum resources reflect aligned assessment and accountability measures\r\nfor student success.\r\n\r\n\r\nCollaborates with the MSD\r\nLeadership Team (MLT) including the Director of Student Support Services to\r\nensure the provision of the services and supports meet the unique needs of\r\nstudents.\r\n\r\n\r\nIn collaboration with\r\nother leaders, facilitates the planning, implementation, and evaluation of\r\nrelated professional development activities for instructional staff to ensure a\r\nrobust, systemic approach that meets student needs.\r\n\r\n\r\nCollaborates with the MLT\r\nmembers on the development and implementation of key school policies and\r\nprocedures concerning instructional programs.\r\n\r\n\r\nIn collaboration with the\r\nDirector of Student Support Services and other key leaders, provides the\r\noversight and implementation of IEPs, as required by the policies and\r\nprocedures of MSD and Maryland State Department of Education (MSDE).\r\n\r\n\r\nAssists in the\r\ndevelopment and implementation of the instructional budget based on student\r\nneeds and school priorities; manages the campus budget as well as recommends\r\nand participates in determining necessary capital budget projects in\r\npartnership with the Chief Financial Officer/Chief Operating Officer and the\r\nSuperintendent.\r\n\r\n\r\nSupervises and evaluates\r\nDepartment Principals, Transition Services/Orioles Career Academy (OCA)\r\nSupervisor and office staff.\r\n\r\n\r\nWorks closely with the Human\r\nResources department on recruitment and disciplinary matters regarding\r\nemployees; investigates and disciplines, when necessary, staff and/or student\r\ncomplaints, and school policy violations.\r\n\r\n\r\nCollaborates with other\r\nkey leaders to maintain a strong partnership between school, student life, athletics\r\nand afterschool programs.\r\n\r\n\r\nLeads the Frederick\r\nCampus Administrative Team (FCAT).\r\n\r\n\r\nServes as a member of the\r\nMSD Leadership Team (MLT) and also serves on the Admissions Review Team.\r\n\r\n\r\nSupports the Department\r\nPrincipals and Supervisors in ensuring the effectiveness of daily school\r\noperations including but not limited to student class schedules and teacher\r\nassignments, student/faculty rosters, and IEPs/report cards, etc.\r\n\r\n\r\nDetermines school closings,\r\nearly dismissals, and/or delays as necessary due to inclement weather in\r\nconjunction with the Columbia Campus Chief Educational Programs Officer.\r\n\r\n\r\nOversees transportation\r\nof students and ensures effective communication with students' counties of\r\nresidence.\r\n\r\n\r\nEngages staff, community\r\nstakeholders and families to plan/support school priorities through\r\ncollaborative opportunities to improve student academic success and overall\r\nstudent experiences.\r\n\r\n\r\nPerforms other duties as\r\nassigned by the Superintendent.\r\n

MINIMUM QUALIFICATIONS

\r\nA Master's Degree in\r\nSchool Administration, Education of Deaf students, Education of Deaf students\r\nwith additional disabilities, or related field.\r\n\r\n\r\nMaryland State Department\r\nof Education Administrator I & II or Principal Certificate required (or the\r\nability to obtain in a specific time).\r\n\r\n\r\nMinimum of three years of\r\nK-12 classroom teaching experience.\r\n\r\n\r\nMinimum of three years of\r\nsupervisory or educational administrative experience in a deaf school/program\r\ndemonstrating experience and knowledge in curriculum, instruction and special\r\neducation laws/services.\r\n\r\n\r\nMust be proficient in American Sign Language and written English.\r\nKnowledge of Deaf community required.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nExperience\r\nworking with students with additional disabilities.\r\n\r\n\r\n5\r\nyears of supervisory or educational administrative experience in a deaf\r\nschool/program.\r\n\r\n\r\nExperience in promoting\r\nacademic rigor desired.\r\n\r\n\r\n

LIMITATIONS ON SELECTION

Must be proficient in American Sign Language and written English.\r\nKnowledge of Deaf community required.\r\n
