The successful candidate will provide technical oversight for 30+ Windows engineers responsible for providing operations and maintenance (O&M) and engineering support for the Common Operating Environment of the DOT OCIO and supported modal systems. The System Engineer Lead will be the senior Windows engineer responsible for providing technical leadership to the Windows Server Tower staff and for providing Windows engineering thought leadership to the Government. The Systems Engineer Lead will be responsible for technical oversight of the engineers supporting Windows servers, Active Directory, remote desktop services, Virtual Desktop Infrastructure (VDI), OS patching, application packaging, file and print servers, hypervisor (VMware and HyperV) management, and server tools.

Duties: Performs day-to-day activities required to assist and identify technology solutions that meet enterprise requirements. Maps functional requirements into technological requirements, and identifies technologies that meet the technological requirements. Conducts proof of concept, pilots and demos for the purposes of evaluating the suitability of given technologies for meeting requirements. Evaluates the tradeoffs between competing solutions and develops quantitative driven analysis of alternatives. Produces written analysis of research and recommendation papers that clearly describe the process followed, alternatives considered, evaluation criteria and rationale for recommendation and need for additional work..

Job Role Specific Requirements:

  • Prioritize work and hold people accountable.
  • Identify opportunities to innovate, extend, and enhance service delivery everywhere possible.
  • Perform Root Cause Analysis and Problem Management for the Windows systems and tools.
  • Serve as escalation point for application support and troubleshooting, provides guidance and direction in resolution of escalated issues and/or complex production, application, or system problems.
  • Oversee daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems, and key processes, reviewing system and application logs, and verifying completion of scheduled jobs.
  • Install, configure, and maintain Active Directory and third-party software utilities for hardware systems within company operational guidelines.
  • Create and maintain system documentation for domain technologies, including installation, configuration, and appropriate troubleshooting steps.
  • Improve existing processes through solutions to recurring problems and enhancements to existing solutions or documentation.
  • Manage ServiceNow ticket queues and ticket resolution for all Windows Server Tower incident, catalog request, and change request tickets.
  • Monitor assignment group queues for unassigned and aging tickets. 
  • Establish standards of practice for ticket documentation and QA tickets for compliance and train Windows Server Tower staff on standards.
  • Oversea provisioning, patching, and day-to-day management of the installed server environment including vulnerability remediation.
  • Oversee all aspects of the COE Active Directory, Active Directory Federation Services, and Azure Active Directory.
  • Oversea documentation of Windows systems, processes, procedures, etc.
  • Provide System Engineering in support of new enterprise systems and in support of engineering solutions to address existing issues.
  • Provide Windows Server Tower inputs to presentations and deliverables to the DOT and SAIC managers.

Qualifications

Must have a minimum of 8 years of related experience providing business solutions engineering support, to include architectural design, engineering design, proof of concept development, pilots, analysis, results, and documentation

Top Qualifications, Skills, Experience or Certifications: 

  • Demonstrated experience leading and managing system and server administration services (at least 8 years)
  • Demonstrated experience managing multi-discipline server and system operation teams.
  • Extensive knowledge of multi-vendor server operating systems.
  • Demonstrated experience in all aspects of enterprise Windows environment operations and maintenance (O&M) and engineering.
  • Demonstrated experience in a fast tempo ITSM support environment.

  • IT Service Management services delivery to the US Government
  • ServiceNow ITSM platform
  • VMware vSphere and Hyper-V virtualization
  • Scripting Experience: PowerShell and VBScript
  • Windows Failover Clustering
  • Windows file shares and security administration
  • Windows Failover Clustering
  • DISA STIG and CIS Benchmark guidelines for Microsoft Windows servers
  • NIST 800-53 security controls implementation for Windows servers, identity and access control management, and related areas.
  • CyberArk identity security and privileged access management
  • Sailpoint identity and access management
