In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025.

Position summary & job purpose

Tetra Tech is seeking a Power System Planning Consultant, to support ESP’s overall mission under the USAID ESP. The Power System Planning Consultant will be based at the Kyiv, Ukraine, project office, with the possibility to work remotely and to have field trips. This person will be part of the Electricity Team to support Ukrainian power system recovery and development, including further integration with ENTSO-E. This position will report to the Electricity and Renewables Lead. This is an independent consulting engagement estimated to be about 180 days, with the possibility of an extension for another term. The finalization of the consultant agreement is subject to USAID approval. There is a possibility of an extension for another period.

Scope of Work:

  • Support the development of the Network Transition Plan (NTP) of the Ukrainian Power System to EU voltage levels and other project activities related to network planning (at TSO and DSO levels).
  • Support project activities related to the power system modeling (technical and economic), collect input information, analyze results, and prepare reports.
  • Develop target scenarios for the NTP and a roadmap with interim stages for implementation.
  • Develop projected power balances for modeling purposes.
  • Support project activities related to integration with ENTSO-E, including planning for the development of cross-border interconnectors.
  • Preparation of single-line diagrams for the project needs.
  • Support project activities towards procurement of materials and power equipment for restoring damaged power system infrastructure, including but not limited to the assessment of the TSO and DSOs needs, identifying vendors and suppliers.
  • Support coordination of cooperation with the TSO and DSOs in relation to Ukrainian power system recovery and development.
  • Provide technical assistance to strategic planning and capacity development components of the project implementation.

Minimum qualifications: 

  • University degree in electrical engineering or related field acceptable to Tetra Tech.
  • At least 10-year experience in the electricity sector and strong understanding of the specifics of the Ukrainian power system.
  • Excellent knowledge of operation and equipment in transmission and distribution grids as well as experience in transmission network development planning.
  • Sufficient experience in power system projects such as transmission and distribution network development plans is desired. Experience in working with TSO in the Ukraine or EU countries is a plus.
  • Experience with power system modeling software (e.g. DigSILENT PowerFactory, PLEXOS, etc.) will be an advantage.
  • Proficiency in office computer applications (MS Word, Excel, PowerPoint, etc.).
  • Ukrainian is a must, English (level A2) and higher is required.
