Program Officer for Title IX and Professional Conduct

Position Description

Reporting to the Director of HR Compliance and Professional Conduct, this role will support Harvard community members, implement initiatives, manage day to day operations and ensure compliance with applicable polices and procedures related to Title IX, Other Sexual Misconduct, Non-Discrimination and Anti-Bullying.

  1. Works with partner Title IX Resource Coordinators and the University Office for Gender Equity (OGE) to ensure compliance with applicable Title IX Sexual Harassment and Other Sexual Misconduct regulations, policies, procedures, and practices. Maintains up to date knowledge of state and federal regulations.
  2. Serves as Local Designated Resource (LDR) for students in matters related to the University’s Non- Discrimination and Anti-Bullying policies (NDAB).
  3. Explains relevant resources, supports, options, policies and procedures to complainants, respondents and third parties.
  4. Implements supportive measures to help those who may have experienced harm related to conduct associated with applicable policies and procedures.
  5. Collaborates with partners in the HMS Program for Medical Education (PME), HMS Office for Graduate Education and the Harvard Kenneth Griffin Graduate School of Arts & Sciences (GSAS) on concerns involving medical, master’s and doctoral students.
  6. Assesses potential community safety concerns that pertain to allegations related to conduct associated with applicable policies and procedures and takes steps to address them promptly and effectively.
  7. Conducts informal fact-finding while consulting with appropriate offices, including the University Office for Gender Equity (OGE), Office of Community Conduct, Office of the General Counsel (OGC), Harvard University Police Department (HUPD), and other campus and local partners.
  8. Maintains and understands appropriate confidentiality and security of highly sensitive and private information. Embodies approachability and demonstrates sensitivity and inclusive practices in working with students and individuals of all backgrounds and identities.
  9. Works closely with other constituents and coordinates referrals to other offices, departments, local resources and contacts, as well as partners on strategy, communication, best practices, and coordination of the University’s overall response to allegations of conduct involving behavior related to applicable policies and procedures.
  10. Ensures that HMS leadership and the University Office for Gender Equity is promptly apprised of issues of sexual harassment other sexual misconduct raised within the HMS community; creates and implements reporting procedures; and maintains systems for monitoring compliance with Title IX Sexual Harassment and Other Sexual Misconduct.
  11. Develops and disseminates educational materials to highlight University and HMS, policies, procedures and resources.
  12. Collaborates with student offices to provide applicable resources and information during orientations and events; partners with student leadership organizations to disseminate and provide materials to HMS community members.
  13. Oversees HMS data collection, reporting, and compliance with the University’s Title IX Sexual Harassment and Other Sexual Misconduct eLearning module for students, staff, and faculty at HMS.
  14. Develops and delivers training material related to University NDAB policies, as well as Title IX and VAWA compliant training for HMS faculty, staff, and students including, but not limited to: in-person training sessions at orientations; departmental meetings; and events and activities related to staff, postdocs and graduate and medical students.
  15. Prepares regular reports and provides administrative support for the HMS initiatives on NDAB, Title IX and Other Sexual Misconduct.

Basic Qualifications

  • Bachelor’s degree or equivalent work experience required
  • Minimum of 7 years’ relevant HR

Additional Qualifications and Skills

  • Graduate Degree preferred
  • Proficiency in Microsoft Office Suite, including Word, Excel and PowerPoint.
  • Experience in providing support to student populations
  • Experience with working with individuals in situations requiring tact, discretion and empathy.
  • Demonstrated ability to work with individuals of all backgrounds and identities.
  • Experience working in a higher education environment.
  • Effective project management, organizational, and analytical skills.
  • Excellent attention to detail and strong problem-solving skills.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills, ability to build relationships and the ability to remain neutral and objective in sensitive situations.
  • Ability to effectively deliver presentations to small and large groups both online and in-person.
  • Ability to travel to various locations on and off campus to attend training sessions, committee meetings, and other meetings and events.
