Job Description

Leland Saylor Associates (LSA) has an opportunity for a Pre-Construction Manager/Senior Cost Estimator to join our team to work on high profile, $20 million to $1 billion programs at our regional office in Los Angeles, CA. The Pre-Construction Manager will be responsible for all estimating operations in the greater Los Angeles region. The Pre-Construction Manager will engage on the largest, most prominent, and technically complex billion-dollar public projects and will oversee a team of highly experienced and certified cost consulting professionals.

Daily Duties

  • Build effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer’s expectations.
  • Develop proposals and assist in presentations as necessary.
  • Actively participate in the industry, client, and community relations.
  • Provide estimating and pre-construction feasibility studies and analysis for potential projects.
  • Support Creation of Marketing plan for future projects in line with an overall strategic business plan.
  • Lead and manage the estimating team in both the office and the field.
  • Participate in talent management activities such as recruiting, coaching and mentoring others.
  • Participate in and support Estimating training programs and commits to both personal and staff development.
  • Prepare accurate construction and project cost estimates from conceptual design through project close out.
  • Assign and coordinate scope of work with estimating staff for each project to ensure job quality and profitability.
  • Review project plans, specifications, estimating scopes and pricing prepared by estimating staff.
  • Prepare budget and general conditions estimates for entire project prior to bid date.
  • Review budgets and general conditions prepared by other estimators.
  • Develop internal budgets and ensure project profitability.
  • Ensure the flow of project information is maintained and documented.
  • Maintain and communicate data on construction and material cost trends affecting project costs.
  • Prepare and review conceptual estimates on multi-million/billion-dollar projects using past experience, historical data and parametric estimating ratios.
  • Assess risk and adjust prices accordingly. Advise clients on risk mitigation, value engineering and market trends.
  • Maintain and update the estimating software.
  • Produce new and modify existing construction systems, wizards, assemblies, and models as necessary. Update Unit Price Catalog and Company Standards as required.
  • Utilize computer software programs in preconstruction with particular emphasis on estimating software (e.g., Excel, Timberline, On-Screen Takeoff (OST), HCSS and Bluebeam).
  • Prepare performance and salary reviews for employees.

Minimum Qualifications

  • 12+ years of pre-construction estimating experience in a variety of building projects (such as medical, aviation, schools, and so on) with projects in excess of $100M.
  • Experience managing a team of estimators.
  • Experience in a Consulting/Advisory role.
  • Strong conceptual estimating skills and experience.
  • Knowledge of the California Construction market.
  • Project Management, Project Controls or Claims Analysis experience.
  • Demonstrated ability to prioritize and oversee multiple projects.
  • Experience monitoring projects for compliance with budget and tracking profitability.
  • Ability to work effectively with engineers and owners.
  • Knowledge of civil/site construction, foundation and structural systems, exterior building systems, interior finish construction systems, mechanical and electrical systems, and associated costs.
  • Strong executive presence with an ability to build and manage effective client relationships, deliver outstanding client service and engage with all stakeholders in a professional manner.
  • Excellent organizational, managerial skills and communication skills.
  • Business Development and Marketing experience; ability to support growth and firm profitability.
  • Ability to identify opportunities for process improvement, creative problem-solving and increased efficiency.
  • Computer skills to use estimating software, bid management, online plan rooms, database applications, Microsoft products (e.g., Word, Excel, Office, Outlook), and company communication tools.
  • Experience in the Los Angeles and greater Southern California region, with intimate knowledge of the local markets and subcontractor base in both the private and public market sectors.
  • Demonstrated ability to prioritize and oversee multiple projects.
  • Strong executive leadership skills including ability to build and manage effective client relationships, train and mentor staff, and maintain job profitability.
  • Accredited CPE, P.Q.S., RICS, or AACE accreditation preferable, but not required.
  • B.S. in Architecture, Engineering, Construction Management, Quantity Surveying or related field preferred
