Job Description

The University of Maryland Medical Center seeks a Senior Director of Finance & Development Operations. As a member of the newly aligned University of Maryland Medicine Philanthropy (UMMP) team, the Senior Director will report directly to the Vice President of Development. With the recent alignment of the advancement initiatives of the University of Maryland Medical Center (UMMC) and University of Maryland School of Medicine (UMSOM), the Senior Director will collaborate with team members to create and enhance enterprise-wide systems and processes. The Senior Director will oversee financial and fund-management operations of the University of Maryland Medical System Foundation—now dba the University of Maryland Medicine Foundation (UMMF) —and align or maintain close partnership with team members on finance and gift administration processes, as well as fundraising and CRM databases, used across the enterprise.

General Summary

The Senior Director, Finance & Development Operations, will be responsible for the management of UMMF’s Finance & Development Operations unit. This position will manage team members responsible for fund administration and financial operations.

Senior Director, Finance & Development Operations is responsible for the following functions:

  • Collaborate with University of Maryland Medical System (UMMS) Shared Services Finance, to ensure that financial reporting and accounting for the UMMF is accurate and timely. 
  • Act as a subject matter expert to UMMS for matters requiring specific UMMF expertise, such as endowment management, charitable trust management, and gift fund management.
  • Direct gift and endowment fund management for UMMF. Maintain a reliable process for processing funding requests, vendor payments, and departmental reporting.
  • Work productively with UMMS Finance on system and process improvements affecting gift fund financial reporting and management.
  • Develop and manage the UMMF’s operating budget.
  • Work with University of Maryland School of Medicine (UMSOM) and the University of Maryland Baltimore Foundation (UMBF) to direct gift funds to the appropriate entities and resolve issues of mutual interest. Senior Director will play critical role in developing and refining processes used to interface with campus partners.
  • Provide gift and financial reporting as needed by the Chief Philanthropy Officer, the CEO of the University of Maryland Medical Center, the UMMF Board, and other senior administrators.
  • Work with University of Maryland Medical System Finance to ensure audit compliance for gift processing and funds management.
  • Manage the hosted Raiser’s Edge database system, provide system training programs for the staff, and manage gift processing operations.

The selected candidate will assist in long range, strategic planning to help set budget and fundraising goals. They will examine historic data to provide big picture information as it relates to prior fundraising totals and recommend appropriate goals for the future. The incumbent will continually analyze and enhance the current system of fund and endowment management. 

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Gift Acceptance

  • Determine and direct the implementation of policies concerning formal acceptance of private gifts and grants to the UMMF.
  • Direct the review of donations to determine acceptability and oversee the establishment of restricted funds according to legal obligations and donor restrictions.
  • Provide advice to departmental staff, senior campus administrators, academic department chairs, and other university offices regarding gift matters.
  • Manage cash and securities accounts involved with the UMMF gift and fund activities, within the control and authorities' framework established by the UMMS CFO and Controller. This may (or may not) include signature authority over bank and brokerage accounts.

Development Office Budget and Operations

  • Lead the creation and development of the budget for the UMMF Development office with support from UMMS Decision Support. Coordinate with the School of Medicine Development Office to produce the combined philanthropy budget for the UMMF and the School of Medicine. Provide budget reporting and analysis to the VP of Development, Chief Philanthropy Officer, and other senior administrators.
  • Ensure that appropriate audits, insurance coverage, state charitable registration, and state and federal tax returns are completed in a timely accurate manner.
  • Direct team members responsible for providing facilities and administrative support for the UMMF staff.

UMMS Foundation Administration

  • Supplement the efforts of the UMMS legal and tax staff to maintain State and Federal legal requirements for nonprofit corporations by working with the Department of Finance to fully appropriate tax forms, State filings, and maintenance of corporate records including: Articles of Incorporation; bylaws; minutes; and, accounting records.
  • Assist the UMMS CFO and the UMMS Board Investment Committee with the formulation of policies governing investments, endowment policies, and fund disbursement.
  • Oversee fund administration, including the accurate recording of fund balances and expenditures that are aligned with donor intent and fund purpose and that will have maximum impact on furthering the UMMF’s mission. 

Information Systems Administration

  • Establish and oversee the direction of data operations, primarily in support of gift processing, departmental reporting, and management of the donor database. Establish recurring reports to external partners and public agencies as well as internal campus departments on donor impact, as required.
  • The Senior Director is expected to understand the capabilities of the database and explain them to senior management within the department. The information maintained on this system provides the ability to report results. The position must understand privacy issues related to the release of this information (including HIPAA) and must determine the appropriateness or inappropriateness of releasing information that could create legal consequences for the UMMF.

Data Resource Services/Donor Records

  • Establish policy and oversee implementation to assure proper maintenance of the central files to support donor/prospect information and ensure compliance with audit requirements and confidentiality expectations.
  • The Senior Director reviews gift instruments and endowment agreements to ensure that the UMMF has the appropriate flexibility and can meet the terms of the gift agreements. The Senior Director works with UMMP development operations team members and major gift officers to develop gift agreements for large gifts and pledges.
  • The Senior Director establishes policies and oversees their implementation to assure timely and accurate maintenance and updating of the donor database, including data entry of new donors, maintenance of data integrity, revisions to donor histories, and status. Policies will be established and monitored on the capture of donor information to avoid duplicate entries and to ensure proper retrieval of all donor information.

Management

  • In coordination with the VP of Development, Department staffing will be kept at as high a percentage as possible and populated with the most effective people to allow the department to reach its anticipated fundraising goals and in compliance with UMMC/UMMS policies and procedures.
  • Coordinate funding plans for the department to ensure adequate levels of funding in accordance with administrative expectations for fundraising campaigns and sustained levels of private support.
  • Direct and manage the performance of assigned staff, including hiring, firing, disciplining, training and development, and performance review. Establish standards of performance and productivity and determine staffing needs.

Other Central Administrative Services

  • Set policy and oversee its implementation for budget development and control, financial analysis, cost recovery analysis, and other complex financial studies.
  • Partner with UMMS Shared Services to ensure consistent compliance of accounting and purchasing policies and procedures.

Qualifications

Education and Experience

  1. Bachelor’s degree from an accredited college or university required. Preference for degree in Accounting, Business Management, Philanthropy, or a related field. Advanced degree preferred.
  2. Must have at least seven (7) years of experience, including nonprofit financial management, in an academic medical center and/or healthcare enterprise.
  3. Preference given for additional specific training, degrees, and/or certification (CFRE, ACFRE, FAHP, CPA, database management certification).

Knowledge, Skills and Abilities

  1. Demonstrated experience in accounting and/or finance. Experience in performing or directing a full-charge accounting process, from cash receipt to GL posting and financial statement development.
  2. Proven ability to develop plans of action and support senior level administrators as required.
  3. Ability to gain the confidence and respect of donors and their representatives, as well as colleagues, both in development and healthcare.
  4. Accuracy and exceptional verbal and written communication skills; excellent organizational, interpersonal, time management, and planning abilities.
  5. Experience with using financial, marketing, fundraising and informational databases and IT systems; proven computer and software use skills, especially MS Office and Raiser’s Edge
  6. Demonstrated ability to exercise sound judgment and work with all staff and business associates in a collegial and effective manner.
