This Proposal Opportunity:

The USAID Burkina Faso Health Systems Strengthening program aims to enhance Burkina Faso's healthcare system over a 5-year period. Through forging strategic partnerships, the program seeks sustainable solutions to address critical health challenges and improve access to quality services. The Chief of Party will lead program implementation, oversee strategic planning, and engage stakeholders to achieve impactful outcomes. Collaboration with government officials and local partners will drive sustainable improvements in Burkina Faso's healthcare infrastructure, significantly benefiting communities.

The Chief of Party will serve as the primary representative of Palladium and the project to USAID and all other stakeholders, including donors and the government of Burkina Faso. They will act as the direct liaison with the USAID COR and will be responsible for achieving project results through a defined vision and strategy. The Chief of Party will provide overall leadership and management of the project, ensuring the fulfillment of technical objectives, effective management of financial resources and program staff, and successful maintenance of partnering agreements. Additionally, they will foster positive working relationships with government officials and local partners, oversee client reporting, and ensure the delivery of high-quality services. Proficiency in managing people, events, and diverse cultures, as well as expertise in health systems strengthening, are essential for this role.

Primary Duties and Responsibilities:

  • Develop and implement the overall project strategy, workplan, and budget to achieve project results in Burkina Faso.
  • Act as the project's primary liaison with USAID, other implementing partners, the government of Burkina Faso, and other stakeholders.
  • Utilize professional networks and reputation to cultivate collaborative relationships, ensuring alignment with other programs and donor activities, including public/private sector partnerships, in Burkina Faso.
  • Ensure that interventions maintain high technical quality and adhere to the project's scope of work in Burkina Faso.
  • Provide leadership, mentorship, and professional development opportunities to staff, enhancing their capacity and expertise in Burkina Faso.
  • Facilitate communication regarding project status, actions, decisions, risks, and schedules for the project portfolio in Burkina Faso.
  • Supervise budget implementation and financial management in Burkina Faso.
  • Ensure compliance with Palladium, USG/USAID, and other regulations and policies in Burkina Faso.
  • Fulfill other related duties and responsibilities as assigned in Burkina Faso.

Key Competencies Required:

  • Master’s degree in a relevant field such as Public Health, Health Administration, or Health Policy and Management.
  • Minimum of ten years of proven leadership in administering similar-sized international donor-supported programs, with expertise in strategic planning, management, supervision, and budgeting, including experience working in the health system in Burkina Faso.
  • Strong understanding of USAID contract management, policies, procedures, regulations, and reporting requirements.
  • Demonstrated ability to develop and communicate a common vision among diverse partners, leading multi-disciplinary teams effectively.
  • Excellent interpersonal and written communication skills, vital for meeting diverse technical and managerial demands.
  • Proven record of effective communication and collaboration with various stakeholders, including high-level government entities and international agencies.
  • Proficiency in administrative, procurement, financial, and logistical aspects of project implementation.
  • Effective personnel recruitment and management skills, with a talent for coordination and decision-making, and adeptness in leading change management processes.
  • Familiarity with USG regulations and subaward compliance.
  • Strong problem-solving, analytical, financial, and evaluative skills, capable of adapting quickly to changing requirements and
  • competing demands.
  • Detail-oriented with the ability to manage multiple tasks and balance priorities efficiently within tight deadlines.
  • Fluency in English and French is required.

Professional Expertise/Competencies Preferred:

  • Fluency in both English and French is required.
