The Division of Apprentice Standards (DAS) is responsible for promoting, developing, and servicing registered apprenticeship programs in the Commonwealth of Massachusetts. The Grants Management Specialist II (Grants & Projects Specialist) – Apprenticeship Grant Programs, will provide assistance, advice, and guidance to agencies relative to grant applications and related contract proposals; review grant applications and contract proposals; make on-site visits to grantees and/or contractors to review program accomplishment, and control systems and to provide technical assistance; identify applicability of funds for grant-supported activities; prepare and review reports; and perform related work as required.

This individual also has responsibilities related to federal compliance, quality control, general grants management processes and products as well as fiscal and technical support, including data organization and management, to US Department of Labor (DOL) and to other EOLWD agencies.

The incumbent in this position will be assigned to support the Grants Management Specialist III to provide program assistance, guidance, reporting, and technical knowledge for grantees and contractors to successfully implement state and federal grants and ensure fiscal and program compliance as it relates to contractual grant requirements and related laws and regulations.

Duties include but are not limited to:

  • Review grant applications and contract proposals to ensure the inclusion of required information; for accuracy, completeness, and content for compliance with governing laws, rules regulations, policies, procedures, and guidelines in order to make appropriate recommendations.
  • Provide assistance, advice, and guidance to agencies relative to grant applications and related contract proposals through on-site visits and meetings to ensure proper implementation in accordance with established requirements.
  • Identify applicability of funds for grant-supported activities to ensure efficient and appropriate use of grant funds and to improve timeliness in the awarding and disbursement of grant funds.
  • Assist with the development of project start-up, program operation, fiscal and program management, ensuring that services are delivered in accordance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements.
  • Ensure effectiveness and project integrity through ongoing administrative and operational oversight that includes consistent, timely review and analysis of fiscal and participant data, timely response to operator questions and issues, telephone/email and on-site technical assistance and delivery of staff training/workshops.
  • Work closely with managers and project operators to determine the need for modification in program designs or fiscal specifications. Assist the program managers and operators in gathering/presenting pertinent information for modification of applications to DOL and other grantor agencies.
  • Provide fiscal support by attending meetings, participating in meeting discussions, taking notes, and disseminating information regarding meeting agendas, planning, and discussion of issues.
  • Assist with the implementation of additional data collection and process evaluation requirements, as DOL may require, for evaluation purposes.
  • Assist with the review and approval of program/fiscal closeout packages.
  • Prepare reports concerning activities to provide information and to make recommendations.
  • Assist with the preparation and submission of quarterly federal fiscal and participant reports, ensuring timeliness and accuracy.
  • Prepare routine and ad hoc summary analyses for program and fiscal directors and managers of fiscal and participant activity relating to local areas, projects, and programs.
  • Assist with the development of quarterly fiscal reporting procedures that are consistent with federal reporting requirements and Finance Department federal reporting requirements; create draft Department of Labor (DOL) quarterly report worksheets/forms for approval and to support program decisions and submission to DOL.
  • Represent the state in administrative communications with the designated DOL ETA Federal Project Officer (FPO), ETA Grant Officer, and National Office ETA and other federal and state representatives.

Preferred Qualifications:

  • Knowledge of the methods of general report writing. 
  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, and guidelines governing state and federal grants administration.
  • Ability to read and interpret documents such as grant proposal contracts and financial reports.
  • Ability to analyze and determine the applicability of grants management data, to draw conclusions and make appropriate recommendations.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional, supervisory managerial or administrative experience in public administration, business administration or business management, and (B) of which at least one year must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below. 

Substitutions: 

I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.* 

II. A Bachelor's or higher degree with a major in business administration, public administration or business management may be substituted for the required experience.* 

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

NOTE: No substitutions will be permitted for the required (B) experience.
