Grants Management Specialist II - (2400022X)
The Division of Apprentice Standards (DAS) is responsible for promoting, developing, and servicing registered apprenticeship programs in the Commonwealth of Massachusetts. The Grants Management Specialist II (Grants & Projects Specialist) – Apprenticeship Grant Programs, will provide assistance, advice, and guidance to agencies relative to grant applications and related contract proposals; review grant applications and contract proposals; make on-site visits to grantees and/or contractors to review program accomplishment, and control systems and to provide technical assistance; identify applicability of funds for grant-supported activities; prepare and review reports; and perform related work as required.
This individual also has responsibilities related to federal compliance, quality control, general grants management processes and products as well as fiscal and technical support, including data organization and management, to US Department of Labor (DOL) and to other EOLWD agencies.
The incumbent in this position will be assigned to support the Grants Management Specialist III to provide program assistance, guidance, reporting, and technical knowledge for grantees and contractors to successfully implement state and federal grants and ensure fiscal and program compliance as it relates to contractual grant requirements and related laws and regulations.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional, supervisory managerial or administrative experience in public administration, business administration or business management, and (B) of which at least one year must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.*
II. A Bachelor's or higher degree with a major in business administration, public administration or business management may be substituted for the required experience.*
NOTE: No substitutions will be permitted for the required (B) experience.
