IntraHealth is seeking a Senior Manager of Monitoring, Evaluation, and Learning (MEL) for the upcoming five-year USAID-funded Uganda Strengthening Local Health Systems (SLHS) activity, valued at $25-50 million. The purpose of the project is to strengthen key elements of Ugandan health systems focusing on health care financing (HCF), human resources for health (HRH), health management information systems (HMIS), and community health systems.

Reporting to the Chief of Party, the Senior Manager of MEL will oversee all monitoring, evaluation, and learning components of this project, including the design and implementation of the activity monitoring, evaluation, and learning plan (AMELP) and corresponding information system to track delivery against targets. As part of this work, the Senior Manager of MEL will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting. The position will also promote learning and knowledge sharing of best practices, and dissemination of lessons learned and project outcomes as part of its collaboration, learning, and adapting (CLA) approach. The Senior Manager of MEL will mentor and support all the technical staff in MEL functions and will manage any MEL-related program staff. This position will also strengthen health systems and integrated health and/or HIV reporting capacity among local partners and Government of Uganda (GOU) partners.

Essential Functions

  • Provide direct support and technical assistance for the development and implementation of the project’s monitoring and evaluation system and framework, including the AMELP and CLA plan.
  • Lead the development and implementation of program evaluations, assessments, learning agenda, and research activities.
  • Support the project team to develop and use harmonized data capture tools and data analysis plans for reportable indicators at all levels, ensuring timeliness, quality, and completeness of data.
  • Ensure alignment of project indicators against home-office data management and use initiatives.
  • Oversee development and implementation of mobile monitoring tools and real-time data-collection systems.
  • Mentor and support the project team in the regular use of data at all levels to target and/or adapt programming.
  • Ensure data quality by conducting and participating in data quality assessments (DQAs) on all project indicators.
  • Supervise the MEL team and provide technical support, training, and mentoring to MEL officers and technical staff as needed.
  • Compile and visualize project data to facilitate regular data review/CLA meetings.
  • Lead project evaluation and learning activities to facilitate adaptive management.
  • Support project staff in collection and dissemination of best practices and lessons learned from the project and prepare technical reports based on results to assist project in knowledge sharing.
  • Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from USAID and other stakeholders.
  • Ensure the continuous monitoring of program progress in close collaboration with MOH, USAID, and other implementing partners.
  • Work closely with government officials, USAID, and other key stakeholders.
  • Participate in national/international working groups as requested.

Requirements

  • Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences.
  • At least seven years of experience in managing and/or leading MEL activities for large-scale health systems strengthening or integrated health programs in Sub-Saharan Africa, with at least three of those years working in Uganda as a senior advisor or staff member.
  • Demonstrated experience in setting up and managing MEL systems that track performance as per the objectives of SLHS.
  • Knowledge of and experience with key health systems strengthening and integrated health indicators and GoU and USG data collection systems (e.g. DHIS2, DATIM).
  • Demonstrated ability to translate project objectives and vision into an evidence-based theory of change.
  • Strong analytical skills to successfully use data and evidence to guide program adaptations.
  • Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences.

Preferred:

  • Previous experience supporting MEL on USG-funded health programming in Uganda.
  • Familiarity with CLA approaches.
  • Expertise in qualitative and quantitative research methods.
  • Data visualization skills.
