SAIC is looking for you, a Supply Chain Manager, capable of managing a small team on a government contract, consisting of a logistics coordinator, warehouse material handlers, and procurement specialists, in the acquisition of $10M annual buys and subsequent tracking and managing of materials on behalf of the Space Systems Command Innovation and Prototyping Delta in Albuquerque and Colorado Springs. Work is split on-site at Kirtland AFB in Albuquerque and at SAIC’s local office within 2 miles of the base – some remote (less than 8 hours a week) can be discussed. Limited travel is required to Colorado Springs – nominally 1 trip per quarter. 

In this role you will oversee several task orders on a multi-year IDIQ government contract that supports ground-based space command and control systems, including some elements of government infrastructure at both Kirtland AFB and Schriever SFB in Colorado Springs. You will work within SAIC company procurement standards, military acquisition laws and best practices for fairness and reasonability of taxpayers’ dollars. Expect to work with Task Order Managers, the Configuration Management team and the Lifecycle Manager to track government requirements, assess government and mission partner’s needs and obtain the best value for the customer with current purchasing and future acquisition scheduling of expenditures.

We need you to lead the team through best management practices and share in the daily workload of vendor engagement and purchasing. Primary activities include:

  • Knowing the supply chain process for supporting the government customer Space Systems Command Innovation and Prototyping Delta
  • Assigning work within the team and sharing the workload to ensure timely and accurate purchasing with qualified and approved vendors
  • Ensuring on-time delivery of contract deliverables – logistics report, G-Tag tracking, disposition of materials and periodic reporting to both SAIC and the government
  • Providing appropriate competitive vendor opportunities for best value to the government at the minimum defined requirements
  • Analyzing contract requirements, verifying adherence to FAR Regulations, contract or agreement terms and conditions
  • Providing insight to new regulatory requirements, processing, and contracting trends that could impact the acquisition timeline
  • Assisting in the development of acquisition documents including market analysis, review of performance work statement language/requirements, acquisition plans/strategy technical specification instructions, evaluation criteria and other pertinent documents
  • Providing procurement documentation and evaluation to support personnel in analyzing contract requirements, special provisions, and terms to ensure compliance with regulations, policy, and guidelines
  • Provide bi-weekly program updates to the EDIS PM and DPM – work tasks and additional updates on vender performance and evaluations.
  • Managing other team members in the development and adherence to processes and procedures that best support the program

Qualifications

This is you:

  • Bachelors and fifteen (15) years or more of related experience (4 additional years of experience may be used in lieu of degree)
  • Must have an active Secret security clearance with the ability to obtain and maintain a DoD TS/SCI
  • 10 years of experience related to systems acquisition, including logistics, research and development, configuration management or systems analysis/design
  • Demonstrated knowledge in one or more of the following areas: program management, systems engineering, system acquisition, financial management, test and evaluation or integrated logistics support
  • Experience in providing professional and technical services necessary to perform acquisition, contract management and administration support services in a manner fully consistent with applicable statutes and regulations
  • Experience with DPAS (Defense Priorities and Allocations System)
  • Ability to learn SAIC’s MMIS (Maintenance Management Information System)
  • Experience managing facility inventory on a regular basis
  • Knowledge of Federal and non-Federal acquisition processes and most of the industry standard practices used by both DoD and commercial entities, i.e.
  • Quality Management and Quality Assurance Standards (ISO)
  • Information Technology Infrastructure Library (ITIL)
  • Software Engineering Institute (SEI) Capability Maturity Model Integration (SEI-CMMI)

You will wow us even more if you have these skills:

  • Demonstrated knowledge in one or more of the following areas: system acquisition, acquisition documentation, configuration management, risk analysis and Government furnished equipment (GFE) or Government furnished information (GFI)
  • Demonstrated knowledge, and/or familiarity with the DoD acquisition series, Federal and DoD acquisition regulations
  • Experience in assisting Government procurement activities to include performing research, analysis and conducting reviews of all applicable policies, guidance and regulations to support ground based command and control satellite systems
