Position Function:

The Director of Utilities is responsible for managing and directing the staff and business operations associated with the implementation and sustainability of university utility operations.

Salary Grade: 19

Please see Staff Compensation Structure or Skilled Crafts and Service Maintenance Compensation Schedule for salary ranges. For salary grade UC, these positions are "Unclassified" and salary ranges are determined by the hiring department.

Essential Duties and Responsibilities:

1. Develops and maintains comprehensive physical planning and review processes for property, utility infrastructure, and building utilities, which serve to guide and facilitate the changing requirements of the university.

2. Reviews plans, confirms project compliance with applicable guidelines and makes recommendations for projects that include capital improvement program, capital renewal program, space management program, campus master planning, emergency actions and procedures, sustainability program development, energy conservation program, environmental programs, and safety and security programs.

3. Plans, directs, oversees, and participates in the development of divisional work plans to include all service operations; ensures strategic and operational plans are in place; ensures the best use of resources to meet objectives, and takes responsibility for the operational and financial performance per regulatory requirements of assigned units.

4. Identifies and pursues opportunities to support and enhance the long-term growth and sustainability of assigned units and the University. Develops a 10-year strategic plan with measurable goals for each year.

5. Works closely with departmental IT to implement technology and metric reports that improve efficiency. Sets goals and accountability for each utility shop.

6. Serves as a member of the senior leadership team of the unit and works collaboratively within the team to ensure that best-practice perspectives are considered in all strategic, operational and policy issues.

7. Participates in the development of unit budgets. Monitors and approves expenditures as necessary. Develops, plans, and participates in the implementation of divisional goals with initiatives and recommendations for accomplishment.

8. Responsible for conformance to environmental regulations to avoid fines or legal actions against the University. Monitor, compile, and submit reporting data for regulatory agencies. Act as a liaison to regulatory agencies.

9. Provides highly responsible and complex staff assistance to the Executive Director of Campus Services; confers and advises professional staff regarding areas of responsibility and University-wide issues. Prepares and presents various reports and other necessary correspondence.

10. Participates in developing initiatives that improve recruitment and retention. Evaluates the utility group skilled craft positions, recommends training and new positions as needed.

11. Performs other relative job duties as assigned.

Supervisory Responsibility: This position has direct supervision accountability.

Minimum Qualifications:

Education: Bachelor’s degree in Engineering – Mechanical, Electrical or related discipline.

Experience: Eight years of previous experience as utilities engineer, facilities management, engineer in higher education, water systems, electric, systems engineer.

Preferred Qualifications:

1. Working knowledge of electrical power distribution systems and substation operation and maintenance.

2. Working knowledge of domestic and wastewater treatment and distribution operations and maintenance.

3. Working knowledge of energy management systems and central water loop distribution systems.

1. Ability to build, develop, train, and evaluate a strong crafts level team, and participate as a positive team member to foster integrity and respect in the organization.

2. Ability to multi-task, prioritize work assignments, and achieve quality outcomes.

3. Excellent verbal and written interpersonal and communication skills.

4. Possess a robust knowledge of the craft and exemplify leadership through grooming, mentoring, and training of staff to meet ongoing challenges on the job as well as foster inclusivity for employee development and engagement.

5. Technological proficiency and savviness with management platforms and Microsoft Office Suite products for efficiency within assigned responsibility.

Working Conditions and Physical Effort

1. Requires limited lifting of files and records.

2. Work is performed inside and out in various weather conditions.

3. Frequent external imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict management to resolve interactions involving emotional issues or stress on a regular basis.

4. Job frequently requires walking, sitting, reaching, talking, hearing, listening, handling objects with hands; ability to see information in print and/or electronically.
