Health Workforce Management Specialist

This Position will be funded by USAID through Ireme activity implemented by MSH.

MAIN PURPOSE OF JOB

Accountable for project activity planning, design, implementation, and deliverables related to human resources management and continuing professional development for healthcare workers in the Rwandan health system

MAIN DUTIES AND RESPONSIBILITIES

1.Technical Activity Management :

  • Lead implementation of key HRH activities in understanding barriers to health workforce retention and motivation, including conducting a turnover assessment (considering workload, career path, and professional risk issues) and discrete choice experiments to assess as retention and motivation schemes.
  • Collaborate with the Ministry of Health (MOH) Health Workforce Department, MOH HR Administration, HRH TWG, and staff to develop appropriate and feasible motivation and retention schemes, including assessing work climate issues, designing recognition and rewards programs, and strengthening teaching institution accreditation linked to service quality and performance.
  • Work with the MOH and other key stakeholders to improve HRH Management at central level, within health facilities, ensuring appropriate professionalization of HR Officers, processing and documentation of healthcare worker licensing and continuing professional development.
  • In collaboration with the MOH, improve healthcare worker performance appraisal system and procedures, and work with the National Public Service Commission’s Disciplinary Committee to refine disciplinary policies, procedures, and documentation, increasing the efficiency of disciplinary procedures and outcomes.
  • Work with the MOH Health Workforce Department, professional councils and associations, and institutes of higher education and universities to strengthen continuing professional development, including development of career development pathways and increasing learning opportunities, both clinical and non-clinical, for healthcare workers to grow in their careers as well as complete continuing education requirements for licensing.
  • Collaborate with the Higher Education Council (HEC) to support implementation of Higher Learning Institutions audits recommendations.
  • Participate in appropriate technical forums, working groups, and other meetings with host country government and other counterparts as needed.
  • Working with all stakeholders in the field of Human Resources for Health to build a system of gathering data and information exchange to inform the policy and other implementation organs for efficiency use of HRH data, planning and forecasting.

2.Capacity Strengthening :

  • Support and implement capacity strengthening for people management and gender-transformative supportive supervision within health facilities to improve work climate and increase professional development and growth opportunities.
  • Work with key stakeholders and the Capacity Building Advisor to develop eLearning and face-to-face courses for healthcare workers related to healthcare ethics, people management, orientation to healthcare in facilities, etc., as relevant and needed.
  • Collaborate with the MOH Health Workforce Department to incorporate content relevant to emergency response in relevant CPD and eLearning curricula and to develop virtual learning courses on surge coverage and continuity of care.

3.Project planning and reporting :

  • Work with the HRH Team Lead to develop project HRH work plan, approaches, and activities to strengthen HR management and professional development among Rwanda’s health workforces.
  • Collaborate with the Workforce Optimization Analyst to ensure information and data from strengthening activities above are captured appropriately in ongoing HRH optimization activities and databases.
  • Contribute to routine reporting and project deliverables as required.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION:

Required:

Master’s degree in public health, Business Administration, Human Resources, or a related field.

Preferred:

Additional certificates in Planning, Monitoring and Evaluation; Medical ethics and health regulations, Leadership, Management, corporate governance and education is preferred,

REQUIRED MINIMUM EXPERIENCE:

Required:

  • At least four (4) years of experience required in health sector, health regulation and/or continuing professional development programs coordination or experience in designing, implementing and/or evaluating health related training programs in similar settings.

Preferred:

  • Four (4) or more years of relevant professional experience required in designing, implementing, and/or evaluating HR programs in similar settings, including government systems and management institutions, health facilities at various levels, higher education institutions, and workforce development programs.

KNOWLEDGE AND SKILLS:

  • Proven ability to provide technical support and capacity strengthening on the design and implementation of health workforce activities related to HRH strategy development, career development, health regulation, CPD, curriculum review, quality of care, HR leadership and management, and assessment/evaluation.
  • Proven ability to work within diverse, multi-level teams with project goals, objectives, and result areas.
  • Excellent written, oral, and interpersonal communication skills.
  • Fluency in English is required; strong Kinyarwanda and French language skills are desirable.

PHYSICAL DEMANDS :

Must be physical fit and his /her presence in country to work full time is required.
