As the Program Manager, Procurement - Data Center Procurement Governance, you will be:

  • Responsible for the planning, execution and delivery of projects to enable our regional procurement teams (APAC/ EMEA) to operate more efficiently, effectively whilst ensuring activities are within guardrails
  • Have opportunity to focus on one or more areas such as procurement tools and systems, process excellence, automation and integration, compliance, vendor relationship and risk management.
  • Design, plan, execute and deliver projects with a global team of procurement governance professionals located across the regions
  • Business partner with procurement stakeholders at all levels across the organization to enable AWS to procure and deliver capacity safely, faster, better and at a lower cost year over year.

The Data Center Procurement Governance function comprises of 5 main global programs:

Procurement Systems and Tools: Responsible for defining and driving procurement’s IT infrastructure and roadmap. They advise on all future uses of IT into our procurement specific processes. The team manages and owns the procurement platform which is the main tool used to manage vendor onboarding and selection activities across several procurement organizations. Finally, the team manages projects to drive process improvements and efficiencies through automation and integration.

Amazon Customer Excellence System (ACES): ACES define a culture of continuous improvement across the procurement function. They continuously look to identify and remediate defects within the procurement life cycle. They focus on global standardization vs. localization, automation and project management. The team delivers regional and global projects related to audit remediation and process improvements. They own, maintain and develop procurement policies, standards, processes and runbooks, delivering against a global remit.

Procurement Compliance Program: Responsible for increasing compliance with and adherence to the functions’ processes and policies, to mitigate business risks and to reduce process waste.

Supplier Relationship Management (SRM) Program: The program provides stakeholders and Procurement Managers a platform to measure, benchmark and develop supplier performance based on a global standard across all categories. At the same time the program ensures AWS meets their regulatory obligations under SOC2.

Supplier Risk Program: Manage and iterate on our third-party supplier risk program to enable the identification, qualification, mitigation and monitoring of risks across the AWS datacenter construction supply chain.

The ideal candidate for this role has a proven track record in delivering global programs in a central governance function of a large-scale procurement department. He/She have a strong understanding of procurement processes, and effectively partner with stakeholders, influence and manage cross-functional teams in an ambiguous and fast-paced environment. He/She demonstrates delivering multiple high priority projects simultaneously, doing this with the ability to drive alignment across teams with competing priorities, and be a strong advocate for governance and risk management.

Key job responsibilities

  • Accountable for planning, execution, and delivery of nominated programs across multiple jurisdictions, with an APAC/EMEA region partner focus;
  • Take strong ownership of the global programs under your remit, acting as an advocate of your function
  • Establish a culture of continuous improvement to ensure the programs under your management are industry-leading
  • Effectively engage, collaborate and drive alignment with procurement and business stakeholders to drive adoption and compliance with programs and standards
  • Have a learner mindset and seek continuous stakeholder feedback to identify and execute opportunities for program improvement and expansion
  • As program manager, bring alignment between internal technical and non-technical teams and remove roadblocks to ensure projects are delivered effectively and to schedule
  • Develop, monitor, and report on internal metrics, goals, and key performance indicators to procurement stakeholders and senior management
  • Manage the performance of external vendors that are part of your program remit with a view to continuously raise the quality and reliability of their delivery

The team is diverse, comprising of skillsets ranging from program management, stakeholder engagement, system and tools development and analytics. Our team members are located in Singapore, Seattle (USA), Tokyo (Japan) and Sydney (Australia)

BASIC QUALIFICATIONS

  • BA/BS degree from an accredited university or equivalent professional experience:
  • 5+ years of relevant experience in a regional/global procurement function
  • Proven subject matter expertise in one or more areas - procurement processes, systems, automation, compliance, supplier and risk management
  • Proven track record of sound decision making, taking ownership, and delivering results in a project management role
  • Demonstrated examples of diving deep into details whilst balancing ability to see the macro picture
  • Demonstrated ability as a Program Manager who can prioritize workload with multiple, complex projects and deliver within cost, quality and schedule
  • Ability to present to and influence decision making at all levels of the organization including senior leadership
  • Ability to work with technical and non-technical business owners to overcome obstacles and deliver results
  • Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy
  • Excellent written and verbal communication skills, ability to articulate ideas and approach to a wide range of audiences
  • Highly proficient in MS Office

PREFERRED QUALIFICATIONS

  • Bachelors’ degree from an accredited university in relevant subject
  • Experience working in a regional/global procurement governance function in a highly regulated industry
  • Datacenter procurement experience
