ThinkWell is a member of the FHI360-led consortium implementing the USAID Enhancing Quality of Healthcare Activity II (EQHA II) project (2024-2028) in Cambodia. ThinkWell’s role in the EQHA II project will be to support an initial in-depth analysis of the health quality governance landscape in Cambodia that will inform the co-development and collaborative implementation of resource allocation strategies designed to ensure the sustainability of Cambodia’s quality improvement and assurance (QI/QA) systems. Specifically, ThinkWell will provide direct support to the key Cambodian QI/QA institutions, including the Private Health Service Providers Association of Cambodia, the health professional councils, the Cambodia Healthcare Accreditation Commission, and the Ministry of Health (MOH) Quality Assurance Office to build capacity through the development of annual business plans and enhanced financial management practices that improve resource availability and allocative efficiency.
The Resource Optimization Specialist (ROS) will facilitate the review, development, testing, and monitoring of resource allocation activities to foster greater QI/QA sustainability.
Technical Assistance
- Design and provide technical assistance to the Royal Government of Cambodia (RGC), health care providers, and other stakeholders related to the above at national and sub-national levels.
- Develop and propose innovative resource allocation and sustainability-enhancing solutions to address emerging national program priorities.
- Contribute to the development and implementation of strategies for the long-term success of Cambodian QI/QA institutions and high-quality program results.
- Support the implementation of approved sustainability initiatives to sub-national levels, including travel to provinces for training, coaching, and other technical exchange activities.
- Support the development and implementation of EQHA II national and subnational health information systems, monitoring and evaluation (M&E), learning, and related activities.
- Design and lead specific learning/research activities related to effective resource allocation for greater QI sustainability.
- Ensure the systematic use of scientific and technical knowledge in all activity’s design, implementation, and monitoring.
EQHA-Specific Responsibilities
- Function as the local responsible party for ThinkWell’s implementation of work plan activities and reporting.
- Contribute to work planning, coordinate across external partners, and lead engagement in collaborative activities.
- Produce high-quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
- Collaborate with the broader ThinkWell learning community to contribute to and access additional technical support on project activities, sharing of lessons learned, and to support and build professional development opportunities.
- Consult and coordinate with key stakeholders within government, implementing partners, and other entities to build ThinkWell program division and reputation.

Requirements
- BA/BS and 10+ years of experience or graduate degree and 8+ years of experience.
- Substantive, relevant work experience in health financing, resource optimization, health systems strengthening, and sustainability initiatives. Adept at communicating technical information to non-technical audiences.
- Experience in quality improvement/assurance (QA/QI) and health system reforms within the Cambodia health system.
- Strong understanding of health information systems, monitoring and evaluation, and data use for learning and adaptation.
- Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health.
- Demonstrated interest and ability in growing staff, mentoring, and coaching junior professionals.
- Excellent communication and interpersonal skills, with the ability to work effectively at both national and sub-national levels.
- Recognized as a leader in the area of technical specialty; strong international, professional network in the field.
