IRC is seeking a Chief of Party (COP) for a 4-year project in Pakistan. The Program aims to promote participatory governance, stability, and climate resilient development in the Water sector of Pakistan.

The COP will have primary responsibility for providing overall project leadership, management, and technical direction to achieve the project’s objectives under the general guidance of IRC country leadership. He/she will be responsible for strategic oversight, direction, and accountability to the Donor. She/he will provide project updates to USAID, discuss strategies, obstacles, performance plans, and monitoring and evaluation. The COP will work closely with IRC Pakistan country program, regional, and HQ leadership to ensure that the project is also compliant with IRC policies and principles. This position is contingent on the IRC being awarded funding and is anticipated to begin in September 2024.

Job Responsibilities:

The Chief of Party will be the overall lead of the project. The role’s responsibilities include the following:

  • Lead the program team to develop and implement project’s strategy to improve water governance at national provincial and local levels and improve water security situation in the country to be more resilient to climate change.
  • Oversee and steer activities and interventions to improve water systems and water resources management, strengthening adaption practices of vulnerable communities.
  • Coordinate the capacity building of relevant government institutions and stakeholders, leading private sector engagement.
  • Establish close working relationships with stakeholders from public and private sectors encouraging cross-learning, dialogue and resource mobilization.
  • Manage a team and directly responsible for quality and impact of all project activities including technical scope and implementation, financial management, monitoring, evaluation, and learning (MEL) partnerships, human resources, supply chain and operations.
  • Apply adaptive management and learning approaches to iteratively evaluate program results and impact. 
  • Ensure gender, equity, and social inclusion are integrated within management of the project and implementation of climate resilience, water security, water governance, and capacity building interventions.
  • Ensure program activities and process are aligned with the approved work plan, adhere to the approved MEL plan, and are carried out in compliance with USAID and IRC’s policies and ethical business practices.
  • Represent the activity in meetings with USAID, development partners, national and provincial institutional counterparts, government representatives, and local stakeholders.
  • Manage relationships with complementary USAID and donor-funded projects.
  • Travel as required to project sites, stakeholders offices and relevant events and conferences.

Requirements:

  • Advanced degree (master’s or doctorate) preferred in water resources, natural resource management, environmental science, international development, or a related field.
  • 10-12 years of senior management experience with USAID or other similar donor programs or related organizations.
  • Prior experience as a COP, DCOP or project director on climate resilient and/or water resource management related programs will be preferred.
  • Experience of engaging with host-county governments and counterparts, non-governmental organizations (NGOs), donor agencies, and other stakeholders in Pakistan.
  • Ability to always demonstrate the highest level of ethical standards.
  • Working knowledge of basic computer programs, including MS Office Suite.
  • Fluency in English (verbal and written) required.
  • Ability to travel up to 50% to field sites, as necessary across Pakistan.
