JOB DESCRIPTION: 

The Navy Business Group currently has a career opportunity for a Surface Fleet Training Policy and Standards Program Analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.

The individual in this position will provide training program analysis support and serve as a surface training and policy analyst and action officer for the USFF Fleet/Joint Training Directorate (N7). Training program analysts have experience at the senior level including supervisory experience. In general, program analysts review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will be an experienced program analyst (at least six years’ experience) and surface warfare subject matter expert (SME) in Fleet training plans, programs and processes. Echelon III (or higher) staff experience and a working knowledge or understanding of surface live and synthetic fleet training policy, implementation, and analysis of progress and effectiveness are highly desirable for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least two years of applicable program analyst experience in:

  • U.S. Navy Fleet training operations, policy, doctrine, systems, and staff procedures.
  • Managing/ prioritizing large, complex projects involving numerous stakeholders.
  • Leading working groups and cross-functional teams.
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
  • Engaging Senior Staff at the Flag Officer/Director/Manager level
  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Specific Functional Area duties include:

  • Assist in the validation and prioritization of surface Fleet training to meet Fleet operations and provide recommendations to government personnel.
  • Assist in the development, coordination, and maintenance of surface Fleet training policies, processes and programs associated with operational requirements.
  • Assist in the production and monitoring of training policies affecting Fleet Response Training Plan (FRTP) and associated support of the Optimized Fleet Response Plan (OFRP).
  • Provide assistance and advice to government representatives related to surface training in a variety of forums, meetings, conferences, and working groups.
  • Prepare all required documentation and support materials prior to such meetings, conferences and teleconferences to ensure the information is effectively communicated and successfully received by the intended audience.
  • Participate in and document working groups, meetings, and conferences with stakeholders and users to discuss implementation issues, conduct reviews, and other related projects.
  • Assist with the review of surface-related instructions and doctrine, such as Concept of Operations (CONOPS), Required Operational Capability/Projected Operational Environment (ROC/POE), and Tactics, Techniques and Procedures (TTP) and provide recommendations to improve the documents and incorporate associated Fleet training.
  • Assist with the review of aviation related Navy Training System Plans (NTSP) in accordance with OPNAVINST 1500.76 (series) and local standard operating procedures (SOP) and provide recommendations to ensure appropriate training is incorporated and delivered to the Fleet.
  • Support, analyze, coordinate, and provide administrative responses to formal, informal, emergent and routine tasks concerning Fleet training policies.
  • Provide current, accurate and complete surface ship training related point/information papers, briefs/presentations and executive summary memorandums for staff packages to inform USFF leadership of decisions on associated training issues.

Qualifications

REQUIRED BACKGROUND/EDUCATION/SKILLS:

  • U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.
  • Active military duty (surface warfare) experience at the senior enlisted or mid-grade officer level or higher.
  • Six (6) years of general training program analyst and Functional Area experience (10 years in lieu of degree will be considered)
  • Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
  • Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products. 

DESIRED BACKGROUND/SKILLS:

  • Experience as an Echelon III (or higher) staff officer.
  • Comprehensive understanding of all phases of the FRTP and OFRP.
  • Familiarity with Fleet Training policy documents, including the Fleet Training Continuum (FTC), Strike Group Tactical Training Continuum (SGTTC), and Surface Force Training and Readiness Manual.
  • Experience in the use of Fleet Training Management and Planning System (FLTMPS).
  • Understanding of the Fleet training command and control (C2) structure.
