Project Summary:

The Jordan Public Accountability and Justice Strengthening (PAJ) Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Senior Events and Operations Officer will be a part of the Operations team on the PAJ and will carry out duties designed to meet the objectives of the project. The Senior Events and Operations Officer will work within procurement, event management, and administrative tasks and will perform under the general and the technical direction of the Procurement Manager.

Responsibilities:

  • Respond to procurement requests from program staff related to supplies, materials, and other items for project beneficiaries and activities.
  • Conduct market research and site visits to identify potential supplies in the market.
  • Draft RFQs, facilitate the evaluation process, finalize the procurement package to be sent to Headquarters for approval, and maintain a proper filing system of all future orders in coordination with the Procurement Manager. 
  • Ensure that Tetra Tech (Tt) MSI and USAID procurement procedures and regulations are followed.
  • Review procurement documentation from project office and check for accuracy and compliance with Tt MSI policies and procedures
  • Manage all GRUMP entries and transactions to ensure timely procurements.
  • Draft Blanket Purchase Agreements (BPA) to simplify the process of obtaining recurring products and services from a set of vendors or service providers.
  • Interact with suppliers on a day-to-day basis and review deliveries against the orders.
  • Assist in implementing procurement tracking log, associated databases, and/or other tracking tools in coordination with the Procurement Manager,
  • Maintain a database of good, reliable suppliers for different categories of supplies, services, and goods.
  • Submit invoices to the Finance Department for payment.
  • Perform as the focal point for the issuance of any order related to PAJ’s BPAs, contracts, framework agreements, etc.
  • Backstop Procurement Senior Officer roles and responsibilities.
  • Liaise with other departments, particularly the Finance Department and PAJ stakeholders and participate in budget planning, as needed.
  • Book event space, arrange food and beverage, order all supplies/decorations, coordinate audiovisual equipment and operation, and make travel arrangements.
  • Coordinate related logistical support in the process of planning and organizing meetings and events such as scheduling, registrations, room bookings and setup, provision of technical equipment, coordinating with caterers, printed documentation, signage, preparing event checklists, reserving conference and workshop venues, ensuring USAID branding requirements are followed, coordinating translation and other outside services, arranging transportation, etc.
  • Organize and manage the invitation, registration and attendee check-in list processes.
  • Research venue options, coordinate appointments and visits to see venue space, schedule events on the calendar, and prepare and modify event contracts as requested.
  • Oversee all practical arrangements on site in close coordination with the Technical Team.
  • Develop relationships and seek quotations as required for event vendors to provide services such as conference and workshops venues, lodging accommodations, catering, interpretation services, transportation services, etc.
  • Maintain a thorough list of vendors and service providers for easy and expedited event planning needs.
  • Assist the technical teams with preparing the activity request form and event management checklist as required, and complete or oversee the activity budget preparation.
  • Oversee logistical support for meetings, workshops, and training events.
  • Create and modify documents and presentations using Microsoft Office.
  • Maintain hard copy and electronic filing system.
  • Update and maintain mailing lists, create mailing labels and reports
  • Sign for and distribute and prepare and send out DHL/UPS/Fed Ex/Airborne packages
  • Provide Project team with any other administrative support, as requested.
  • Provide back-up for Receptionist, as requested.
  • Perform other duties as assigned by the Procurement Manager.

Qualifications:

  • Vocational institution certificate required. Bachelor’s degree in related field preferred.
  • Minimum three years of experience in office administration, events, and/or procurement field required.
  • Experience working with USAID programs is preferred.
  • Strong written and oral communication, interpersonal, and organization skills.
  • Strong computer skills with an emphasis on Microsoft Office Suite.
  • Fluency in Arabic required. Proficiency in English preferred.
