Project Summary:

The USAID El Salvador Monitoring, Evaluation, and Learning (MEL) Activity provides monitoring, evaluation, learning, and knowledge management support services to USAID operating units (OUs) in the Central America region, including USAID/El Salvador, Central America & Mexico (ES-CAM) regional Mission; bilateral Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America. It can also support activities in Belize, Costa Rica and Panama. These services will enhance USAID’s regional MEL capacity and evidence base to guide activity design; facilitate learning and adaptive management for USAID and its partners. The United States International Development Finance Corporation (DFC) has collaborated closely with the USAID Mission in El Salvador to improve financial access and support economic development in the country. Through a strategic partnership, DFC has provided loan portfolio guarantees in conjunction with prominent banks in the region. The MEL Activity has been commissioned to implement a Third-Party Monitoring (TPM) effort aiming to gain in-depth evidence on loan outcomes at the borrower level nationwide.

Position Summary:

The Data Collector will support the TPM effort in El Salvador, which include executing meticulous data collection on loan guarantee outcomes, with a strong emphasis on data validation and verification. The Data Collector will perform data collection via surveys and interviews, adhering to rigorous standards set by the TPM Team Leader. The position requires specialized expertise in data collection and monitoring as well as advanced technical and communication skills. The Collector will play a pivotal role in assessing the outcomes of the loan guarantees, contributing to the continuous improvement of these programs. The level of effort has yet to be determined and the anticipated period of performance is April to June 2024, with training and onboarding taking place in March.

Responsibilities:

  • Conduct desk review of documentation related to the project.
  • Participate in training on the use and application of instruments designed for the collection of survey data as well as interview and/or focus groups data.
  • Participate in the pilot phase of data collection instruments, providing guidance from the perspective of the data collector.
  • Participate and/or lead key informant interviews and focus groups.
  • Implement survey instrument via phone or in-person, as applicable.
  • Compile, note-take, and organize the information gathered during the fieldwork phase.
  • Attend weekly meetings with the TPM team to review data collection progress and discuss potential improvements for field implementation.
  • Safeguard the confidentiality of participants by ensuring that the session location provides a secure environment for participants to feel comfortable offering candid responses.
  • Transfer files securely to ensure the confidentiality of personally identifiable information.
  • Participate in the internal data analysis workshops, as applicable.
  • Support the task of compiling the collected qualitative and quantitative data electronically and the respective codebooks, as appliable.
  • Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment.

Qualifications:

  • Bachelor’s degree in sociology, social psychology, business administration, anthropology, economic, or other fields related with social science research required.
  • Minimum three years of experience in the preparation of notes from qualitative research as well as survey application experience required.
  • Experience collecting qualitative and quantitative data in research projects or studies required.
  • Knowledge of the application of methodologies for social science research is preferred.
  • Proficiency in the use of MS Office Suite, Survey Monkey, and other data collection technology required.
  • Strong written communication, proofreading, oral presentation, interpersonal skills.
  • Experience using equipment such as audio recorders and taking detailed notes. 
  • Strong interpersonal skills and talent for productively interacting with a wide range of actors.
  • Ability to travel and stay nights away from home to do fieldwork.
  • Fluency in Spanish required. Working knowledge of English preferred.
