Title: Legal Data Collection Specialist

Data Collection Staff: The data collection staff will assist the Department in its statutory responsibilities related to sex and violent offender registration. Since 2006, the Department has worked with local law enforcement, prosecutors, courts, supervisory officials, and other justice professionals around the state and country to implement state registration obligations.

Essential Job Responsibilities: The Indiana Department of Correction is looking for a bright, self-motivated individual to collect court documents, analyze and manage registration data, create reviews, and assist with administrative responsibilities:

  • Collect court and registration documentation from local, state, and federal jurisdictions
  • Review and analyze legal documents, criminal codes, court orders, etc.
  • Update Department, state, and federal tracking tools along with the Indiana Sex and Violent Offender Registry
  • Create and complete reviews so that Sex and Violent Offender Coordinators can make appropriate registration determinations.
  • Track data and analyze data on registration efforts
  • Work with staff in the division to maintain records and
  • Manage incoming calls and emails to ensure that the appropriate staff member is notified to ensure accurate and timely responses
  • Assist with tracking local law enforcement needs and scheduling
  • Manage local review request activities and tracking documentation
  • Attend and present at sex and violent offender related meetings, trainings, and presentations

Preferred Experience and Requirements

o 6 years of college education or related experience

o Ability to read, comprehend, and interpret criminal and administrative code, policies and procedures, legal documents, etc.

o Legal research experience (e.g., Lexis Nexis, Westlaw, INcite, Doxpop)

o Familiarity with criminal history records (e.g., Triple Is, affidavits of probable cause, conviction/sentencing documentation, pre-sentence investigation reports, court orders)

o Research experience

o Excellent written, verbal, and interpersonal skills

o Strong organizational and time management skills and ability to manage multiple tasks and work under time constraints

o Ability to maintain discretion when working with confidential information

o Ability to establish cooperative working relationships

o Experience with Microsoft Office applications

Difficulty of Work: The work is broad in scope involving complex and critical analytical abilities related to criminal and administrative code review and state and federal case law. The position reviews sex and violent offenders who have been released to supervision and may not have been incarcerated to IDOC, as well as requests made by any of the 92 county coordinators in the state in order to determine sex and violent offender registration obligations. The position applies standard procedures in making these decisions. This position works with complex data and information based on timelines, dates, and code and case law in place at the time of the offender’s offense in making these determinations. Much judgment is needed to use the appropriate criteria.

Responsibility: The position works independently in making decisions on registration obligations. These decisions are then provided to local law enforcement for implementation. The decisions if made incorrectly or with incomplete information can result in litigation and liability. The incumbent will use their own discretion when cases need consultation and further discussion. Work is reviewed for compliance with code, case law, and agency policy.

Personal Work Relationships: The position works with agency staff and local, state, and federal officials in collecting and maintaining records and data. These groups have an important role in advancing the agency and state’s registration obligations.
