The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States. 

USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose

Tetra Tech has an opportunity for a PostgreSQL Trainer-Consultant, who will be responsible for preparing and conducting a series of trainings for the National Energy and Utilities Regulatory Commission (NEURC) staff on Sequential Query Language (SQL) to make full use of the PRIMA monitoring database (developed by ESP for NEURC to automate the procedure for collecting, processing and analyzing energy market data), as well as follow up support and consultation of NEURC personnel on issues related to the practical use of the acquired knowledge in working with the PRIMA database. This is a short-term consultancy position for the period of 6 months with the possibility of an extension for another term. Number of working hours per day – up to 4 hours. Position responsibilities 

  • Prepare trainings’ program and materials; trainings and materials must be prepared in Ukrainian.
  • Provide a series of online trainings on Sequential Query Language (SQL) to NEURC staff encompassing the following topics: 
  • Module 1: Introduction to SQL Language: Structure of SQL Queries, Writing SQL Queries, DML - Data Manipulation Language (INSERT, SELECT, DELETE), DDL - Data Definition Language (CREATE, ALTER, TRUNCATE, DROP, RENAME), TCL - Transactional Control Language (COMMIT, ROLLBACK, SAVEPOINT), DCL - Data Control Language (GRANT, REVOKE).
  • Module 2: Working with Data Types
  • Module 3: Working with Built-In-Functions
  • Module 4: Querying and Filtering Data: Where Clause, NULL Values, ORDER BY, DISTINCT
  • Module 5: Working with Type Conversions and Operators: Logical, Mathematical, Comparison, Bit String Operators, UNION and UNION All
  • Module 6: Working with Joins
  • Module 7: Working with Group and Aggregation
  • Module 8: Working with Windows Function
  • Module 9: Working with Views, Sub Query Expressions and Common Table Expressions
  • Module 10: Working with Functions
  • Module 11: Querying Metadata of PostgreSQL: System Information Functions, System Administration Functions
  • Module 12: Introduction to DML
  • Module 13: Introduction to Indexes and Collations
  • Module 14: Introduction of PGADMIN
  • Module 15: PostgreSQL Database Administration-Backup and Restore: SQL Dump, Restoring the Dump, using pg_dumpall, Handling Large Databases
  • Collaborate with other team members and stakeholders to ensure quality trainings.
  • Ensure follow-up support and consultation of NEURC personnel on issues related to the practical use of the acquired knowledge in their work.
  • Meet both technical and customer needs.
  • Interact and maintain successful relationships with counterparts, other ESP employees, and subcontractors.
  • Support project management to effectively manage project activities.
  • Other responsibilities, as designated by the project needs. 

Minimum qualifications: 

  • Experience in teaching, conducting lectures for users, preparing training programs, presentations, and accompanying materials.
  • Experience in teaching or tutoring in database-related subjects.
  • Capability to design and develop curriculum materials, lesson plans, exercises, and projects.
  • Fundamental understanding of databases and SQL.
  • Academic knowledge in data management and databases.
  • Strong proficiency with PostgreSQL and relevant database technologies.
  • Experience working in a team producing data exchange SQL queries.
  • Experience with the design of relational data models.
  • Experience optimizing large, complicated SQL statements.
  • Proven knowledge of best practices when dealing with relational databases.
  • Ability to plan resource requirements from high-level specifications.
  • Experience troubleshooting common database issues.
  • Ukrainian and English (level A2) and higher.
